Algiers, Algeria | January 25th, 2025 — In a remarkable shift, Algeria has witnessed a dramatic reduction in the import bill for cosmetics, perfumes, and body care products, plunging from over $500 million to just $58 million in 2024. This substantial decline has been attributed to the burgeoning local production of these goods, with the country’s cosmetic industry rapidly scaling up its capacity to meet domestic demand.
During his visit to the 3rd edition of the Cosmetica International Cosmetics Industry Exhibition in Algiers, Tayeb Zitouni, the Minister of Interior Trade and Market Regulation, elaborated on this significant development, emphasizing the critical role of Algeria’s local cosmetic industry in curbing reliance on imports. “The local cosmetic industry has achieved a remarkable level of growth, now covering nearly 70% of the national demand for these products,” stated Zitouni. He further highlighted that Algeria has reached self-sufficiency in several body care products, underlining the success of national production in filling the gaps once covered by foreign imports.
This sharp reduction in the import bill is also a testament to the strategic policies implemented by the government, including the rationalization of imports and a strong push to support domestic production. Minister Zitouni attributed these positive outcomes to the directives of President Abdelmadjid Tebboune, whose policies are designed to enhance local manufacturing capabilities and boost the country’s economic resilience.
One of the most notable achievements of Algeria’s cosmetic industry is its marked improvement in both quality and quantity, positioning itself as a competitive player in the international market. “This progress has not only helped reduce the import bill but has also enabled the local industry to make significant strides in both qualitative and quantitative terms, enhancing its competitiveness on the global stage,” Zitouni added. Additionally, the industry’s expansion has played a crucial role in generating employment opportunities and fostering a comprehensive value chain, contributing to economic diversification and job creation.
In his remarks, the Minister emphasized that Algeria’s cosmetic sector is on track to become a key export player, noting the surplus production of certain locally manufactured products. He suggested that these products present “promising export opportunities” and are poised to be offered at competitive prices internationally, further enhancing the country’s foreign trade position.
Zitouni also addressed concerns surrounding the perception of import suspensions, clarifying that there has been no outright ban on imports, but rather a well-measured rationalization process to encourage local production. “The figures presented reflect a clear strategy of import rationalization, not suspension, ensuring that local production meets market needs while leaving room for international trade,” he explained.
The Cosmetica exhibition, which saw the participation of approximately 250 companies and 17 countries, is viewed by Zitouni as a significant milestone for Algeria’s cosmetic industry. “The high turnout of exhibitors is a positive indicator for the growth and dynamism of the local sector, with start-ups and university graduates playing a key role in its revitalization,” the Minister remarked. The event also provided a platform for international collaboration, with the participation of several countries offering potential for forging new partnerships.
Looking ahead, Zitouni highlighted the upcoming national economic census of local products, set to begin next week. This initiative, which will involve 186,000 local producers across various industries, aims to assess Algeria’s production capacities and further refine the country’s industrial strategy. The outcomes of this survey are expected to bolster the government’s efforts to optimize local production and reduce dependence on imports.
Moreover, the Minister shed light on the ongoing development of a new market regulation law, emphasizing a participatory approach that incorporates input from all relevant stakeholders, including merchants, professional organizations, unions, manufacturers, administrations, and importers. This collaborative effort is designed to create a more organized market, tackle the challenges posed by the parallel and digital markets, and strengthen the country’s regulatory framework.
Regarding preparations for the holy month of Ramadan, Zitouni acknowledged the growing awareness among both consumers and businesses regarding the importance of maintaining fair pricing and discount practices during this period. He reaffirmed that the government remains committed to ensuring market stability, addressing shortages, and preventing disruptions throughout the year, not just during the Ramadan season.
