Algeria’s Energy Security: Minister Arkab’s Vision and Achievements

ALGIERS-  Algeria possesses a significant energy portfolio, ensuring resilience amidst the global energy market’s turbulence and positioning itself as a key player while meeting growing domestic demand. Mohamed Arkab, Minister of Energy and Mines, expressed pride in Algeria’s energy sector achievements during his visit to Touggourt province.

Algeria’s emergence as a “reliable and secure” international supplier is attributed to substantial efforts in local production development, spanning electricity and hydrocarbons. These efforts, coupled with decades of expertise and production chain mastery, have bolstered Algeria’s energy security. Minister Arkab emphasized the pivotal role of production chain mastery, particularly in the hydrocarbon industry, as Algeria’s energy strength.

Indeed, the mastery of the production chain in the energy sector is evident in the performance of the two state-owned enterprises, Sonatrach and Sonelgaz, in Algeria. Sonatrach accounts for 70% of Algeria’s overall hydrocarbon production, while Sonelgaz achieves a 96% electrification rate and maintains a gas distribution network covering 73% of the country. Sonelgaz has set a new objective by committing to electrify agricultural operations in alignment with the President’s directives. Speaking on this matter, the Minister of Energy stated, “The goal is to connect 74,000 agricultural operations to electricity, compared to the current 54,000,” leveraging solar energy, especially in remote regions. In this regard, an ambitious program to produce 15 GW of solar energy is being implemented with the introduction of new public operators.

The Significant Contribution of Cosider in Solar Energy

In this context, while state-owned enterprises such as Sonatrach and Sonelgaz have demonstrated expertise and mastery in the hydrocarbon and electricity sectors, respectively, in terms of their contributions to the country’s energy security, Cosider has taken the lead in the field of solar energy. The public group has embarked on the construction of two photovoltaic power plants in the wilaya of Touggourt, with a total production capacity of 400 MW under the 3000 MW solar program. The first project awarded to Cosider under the national and international tender for the realization of 2000 MW of solar energy was inaugurated yesterday by the Minister of Energy and Mines, Mohamed Arkab, during his visit to the region.

This contract, valued at 14.4 billion Algerian dinars, secured by Cosider and its Italian partner Fimer, entails the installation of 244,000 photovoltaic panels, 27 transformers, covering an area of ​​3000 hectares. Speaking on this occasion, Mohamed Arkab stated, “Cosider is not only specialized in public works and infrastructure projects but also a significant player in the energy sector. Cosider has supported Sonatrach and Sonelgaz in several projects, including the implementation of the national seawater desalination program and with Sonelgaz in the construction of electrical networks.”

In the same vein, the public group has also secured a second contract under the 1000 MW solar program, valued at 24 billion Algerian dinars, with works set to be launched “soon” in collaboration with the Italian partner Fimer. Ultimately, these efforts in strengthening and diversifying the country’s energy production must be accompanied by a rationalization of consumption to enable Algeria and its people to fully benefit from these resources.
