One of the key pillars of AADL3’s success lies in the efficient utilization of land. With urban land becoming increasingly scarce, especially in major cities, the ministry is taking proactive measures to secure available land plots for housing construction. Minister Belaribi has directed his department to expedite the regularization of ownership documents for selected land, ensuring that bureaucratic hurdles are cleared well in advance of the 2025 fiscal year.

Building Local Industries to Support High-Rise Housing
The AADL3 program also brings new technical challenges, particularly as the ministry shifts toward vertical construction to make the most of limited land. In response to the need for high-rise buildings—many of which will reach up to 20 stories—the ministry is taking a proactive stance by encouraging the development of local industries. One such industry is the production of elevators, which are essential for the functionality of tall residential buildings.
To ensure a steady supply of elevators for these high-rise projects, the Ministry of Housing has already entered into negotiations with Italian partners to establish a domestic elevator manufacturing industry. This strategic move aims to reduce dependency on foreign imports, lower costs, and ensure that maintenance and servicing can be handled locally, thus creating new economic opportunities for Algerians.
Tailoring Payment Plans for Greater Accessibility
In terms of financial accessibility, the AADL3 program has been carefully designed to accommodate a wide range of income levels. Minister Belaribi has announced key adjustments to the payment structure for these new housing units. One notable change is the extension of payment terms, allowing beneficiaries to spread the cost of their housing over 35 years. Additionally, the number of payment installments has been increased from four to five, providing greater flexibility for those seeking to purchase their homes through the rent-to-own scheme.
These measures are part of the ministry’s broader effort to ensure that affordable housing remains accessible to Algeria’s middle class, which represents a significant portion of the population. By providing longer payment terms and more manageable installments, the government is reaffirming its commitment to social equity and inclusivity.
