Algiers, Algeria | June 13th, 2024 —  Just four days after the convocation of the electoral body, the Algerian presidential election is witnessing significant activity. Fourteen potential candidates have already withdrawn a combined total of one million subscription forms, signaling a robust interest in the upcoming elections. The actual competition, however, will be shaped by the number of signatures these candidates can collect and validate.

Early Indications of Strong Participation

In a detailed update on the preparations for the presidential election, Mohamed Charfi, the President of the National Independent Election Authority (Anie), shared critical insights during a national radio broadcast. As of June 11, fourteen potential candidates have shown their intent by withdrawing forms to collect signatures. This early move suggests a high level of engagement, though the final list of candidates will be determined based on the validated signatures they submit.

Notable Candidates Emerging

Out of the fourteen potential candidates, eight have been identified:

1. Belkacem Sahli – Representing the National Republican Alliance and a candidate from the “Bloc of Stability and Reform”.
2. Abdelaâli Hassani Cherif – Leader of the Movement of Society for Peace.
3. Louisa Hanoune – Leader of the Workers’ Party.
4. Youcef Aouchiche – First National Secretary of the Socialist Forces Front.
5. Tarek Zaghdoud – President of the Algerian Rally.
6. Saïda Neghza- President of the General Confederation of Algerian Enterprises (CGEA).
7. Slimane Bouamrioune – Independent candidate.
8. Raouf Aib – Independent candidate.

These candidates, among others, must gather 50,000 signatures distributed across 29 wilayas (provinces), with a minimum of 1,200 signatures from each wilaya, or alternatively, secure 600 recommendations from elected officials of the APC (Assemblée Populaire Communale), APW (Assemblée Populaire de Wilaya), or both houses of the parliament. This requirement presents a substantial challenge for the candidates.

Ensuring Transparency in the Electoral Process

Charfi emphasized the commitment to a transparent electoral process, highlighting the right of candidates to review the electoral lists after their final publication by the Constitutional Court. Access to the electoral register is restricted to the Constitutional Court, Anie, and other entities specified by law, ensuring the fairness of the election.

Furthermore, Charfi underscored the participative supervision initiative introduced by Anie, which involves political parties, candidate representatives, and civil society organizations. This approach is designed to enhance the oversight and integrity of the electoral process.

Technological Advancements and Strategic Development

Appearing on public television, Charfi outlined a strategic development plan for Anie covering the period from 2022 to 2024. The plan aims to modernize the management of the electoral process through several initiatives, including the digitalization of subscription forms. Each form will be tracked using serial numbers and QR codes, allowing Anie to monitor and report any irregularities to the judiciary.

While the adoption of technology to oversee the subscription forms marks a significant advancement, Charfi acknowledged that its implementation must be meticulously managed to prevent technical failures and ensure data integrity.
