Algeria's presidential elections: ANIE Clarifies Reasons for Rejection of Presidential Candidacy Applications

Algiers, Algeria | July 30th, 2024 — On Monday, Mohamed Charfi, President of the National Independent Authority for Elections (ANIE), provided a comprehensive explanation regarding the rejection of several presidential candidacy applications for the upcoming election scheduled for September 7, 2024. Charfi emphasized that the review process was conducted with the highest levels of transparency and objectivity.

Charfi’s Justifications

Charfi detailed that ANIE had approved the candidacies of three out of sixteen applicants. The remaining applications, which complied with legal requirements, have been forwarded to the Constitutional Court. The Court is expected to finalize the list of candidates within seven days from the previous Thursday and will also handle any appeals from candidates whose applications were rejected by ANIE. Charfi provided these details during an interview with National Radio.

He elaborated on the reasons for the rejection of the other thirteen candidacies. Charfi cited non-compliance with the required voter signatures as the primary issue. “We found instances where multiple candidates had identical signatures, or a single signature was used to endorse more than one candidate,” he explained.

Failure to Meet Signature Quotas

Charfi further noted that some applications were rejected due to failure to meet the necessary signature quotas. According to the electoral law, candidates must provide either a list of 600 individual signatures from elected officials or at least 50,000 individual signatures from registered voters. These signatures must be distributed across at least 29 wilayas, with a minimum of 1,200 signatures from each wilaya. Charfi indicated that the rejected candidacies did not satisfy these requirements.

He commended his team’s efforts and highlighted the transparency of the application processing. “The review and verification of signatures were conducted transparently and within the designated timeframe,” Charfi stated. He also noted that 223 additional public administration agents were recruited to expedite the application processing. “Our mission has been executed with professionalism and integrity,” he affirmed.
