Algeria’s Presidential Elections: What Does Candidate Tebboune Promise? A Vision of Continuity and Progress Unveiled at His Final Campaign Rally

Algiers, Algeria | September 3rd, 2024 —  Independent presidential candidate Abdelmadjid Tebboune held his final campaign rally on Tuesday at the Coupole of the Mohamed-Boudiaf Complex in Algiers, drawing a large and enthusiastic crowd. The event marked the culmination of a campaign during which Tebboune sought to secure a second term in office by presenting a vision of continuity, stability, and progress for Algeria.

In his speech, Tebboune took the opportunity to reflect on the state of Algeria prior to 2019, a period he characterized as fraught with dangers and conspiracies against the nation. He began by recalling the tumultuous years that preceded his first term, emphasizing that the practices of that era would never be allowed to return. According to Tebboune, the country has undergone significant changes since then, overcoming substantial threats that aimed to destabilize it. He pointed to a “dangerous plot” that had been orchestrated against Algeria, with certain forces working behind the scenes to plunge the nation into chaos. “Thank God, we were saved, and Pharaoh was drowned,” he declared, alluding to the nation’s narrow escape from potential disaster.

Tebboune highlighted the challenges Algeria faced during the COVID-19 pandemic, noting that some voices had called for external debt, a move that would have compromised Algeria’s sovereignty and its ability to make independent decisions. Instead, he credited his administration with steering the country away from such dangers, making significant progress in various sectors despite the lingering challenges.

One of the central themes of Tebboune’s address was his commitment to fostering equitable and inclusive regional development. He pledged to continue his efforts to ensure that all regions of Algeria benefit from national progress, asserting that the dignity of every Algerian citizen would be defended and preserved. This commitment, he said, extends to social policies aimed at supporting vulnerable groups, improving purchasing power, increasing wages by 100% by 2027, and enhancing retirement pensions. Tebboune also emphasized his support for rural women and housewives, underscoring the importance of their role in society and his determination to provide them with necessary support.

Tebboune’s economic vision includes ambitious goals for Algeria’s future. He reiterated his pledge to achieve self-sufficiency in durum wheat by the following year, expand the nation’s irrigated agricultural areas, and strengthen the national economy through industrialization and increased production. He confidently projected that Algeria’s GDP would reach $400 billion annually by 2027, with an annual growth rate exceeding 4%. He also highlighted that Algeria is currently the third-largest economy in Africa, a status he intends to enhance further.

In addition to these economic objectives, Tebboune laid out plans for job creation and support for innovation. He committed to creating 450,000 new jobs and increasing the unemployment allowance to 20,000 DZD by 2025. Moreover, he outlined his goal to expand the number of start-ups in Algeria from 7,800 to 20,000, positioning the country as a hub for technological innovation and entrepreneurship. He also reaffirmed his commitment to housing, reiterating his earlier promise to build two million housing units, which he sees as critical to addressing the country’s housing deficit.

Addressing Algeria’s ongoing water scarcity issues, Tebboune announced a series of concrete and unprecedented measures designed to tackle the country’s hydric stress. These include the expansion of seawater desalination plants, particularly in Algiers, and the construction of large-scale water transfer projects. He also committed to creating interconnections between dams to improve water storage and distribution, a key infrastructure project that he believes will significantly mitigate the impact of water shortages in various wilayas.

On the topic of education and healthcare, Tebboune promised the implementation of new statutes for teachers and healthcare professionals by the end of December 2024. He also pledged to promote sports in schools, generalize the use of electronic tablets in primary education, and establish a new school dedicated to cybersecurity. Additionally, Tebboune announced plans to increase student scholarships, reinforcing his commitment to improving the quality of education and supporting the country’s youth.

Tebboune was resolute in his promise to uphold transparency and integrity in government affairs, declaring that the “era of ambiguity” in state management was over. He emphasized the importance of regional balance in development and pledged to revise the municipal and wilaya codes in consultation with political parties and civil society to strengthen participatory democracy at the local level. He also called for a complete overhaul of outdated laws, advocating for a new system of governance that reflects the current and future needs of the country.

The independent candidate underscored the central role of youth in his strategy, describing them as an invaluable resource for the nation. He promised a carefully considered administrative restructuring, based on a forward-looking vision rather than populist rhetoric.

Turning to national security, Tebboune expressed his commitment to enhancing the capabilities of the Algerian army. He praised the remarkable progress made by the People’s National Army in terms of combat and operational readiness, as well as its high level of professionalism and modernization. Tebboune highlighted the army’s advanced training programs, which have contributed to its elevated status and preparedness.

On the diplomatic front, Tebboune emphasized that Algeria’s voice is now heard and respected on the international stage. He reaffirmed Algeria’s commitment to strengthening Africa’s representation within the United Nations Security Council and emphasized the importance of reforming the Arab League. Tebboune reiterated Algeria’s unwavering support for the Palestinian and Sahrawi causes, affirming that the country would continue to vigorously defend the principles of its revolution and stand by vulnerable states in their struggles for justice.

As the rally drew to a close, Tebboune left the audience with a clear message: his administration has made significant strides in the past years, but the work is far from finished. If re-elected, he intends to build on these achievements, guiding Algeria toward a future of stability, prosperity, and dignity for all its citizens. The large crowd that had gathered at the Coupole echoed his sentiments, expressing their continued support for Tebboune as he embarks on his quest for a second term in office.
