It is essential for achieving efficiency and effectiveness in organizations. Digital transformation can be defined as “the process of transforming the business model of government institutions or private sector companies to a model that relies on digital technologies to provide services, manufacture products, and manage human resources.”
Additionally, digital transformation is viewed as “the change associated with applying digital technology to radically alter the way work is done, serving beneficiaries faster and better, and achieving an integrated organizational transformation. This transformation aims to facilitate administrative procedures, improve their quality, and strive for digital maturity.” (1)

Digital transformation offers numerous benefits, including:

Algeria’s commitment to digital transformation is pivotal in modernizing its national economy, particularly in response to rapid advancements in the digital sphere, especially in banking and finance. The country aims to streamline financial and banking operations for its citizens while ensuring robust protections for personal data amid increasing global cyber threats.
President Tebboune’s Initiative: Accelerating Digital Transformation in Algeria
President Abdelmadjid Tebboune of Algeria has underscored the pressing need to accelerate the digital transformation of both administration and economic sectors across Algeria, positioning it as a fundamental operational framework throughout all sectors.

Additionally, numerous digital platforms have been deployed across postal services, banking, and local municipalities, all designed to simplify administrative procedures and reduce bureaucratic burdens for citizens and investors alike.
Current data indicates that over 450 public services in Algeria have been digitized, with 338 already integrated into the government’s unified portal for public services, “Portals.”
In order to support and oversee Algeria’s desired digital transformation, two governmental bodies have been established. The first is the “National Authority for the Protection of Personal Data,” tasked with safeguarding individual privacy, communication confidentiality, and ensuring non-infringement except under judicial order. The second is the “Supreme Custodianship for Digitalization,” aimed at enhancing transparency and accountability in Algeria’s economy.

The agreement was signed by Nadir Kouadri, the Director General of CNAS, and Louai Zidi, the Director General of Algérie Poste.

Through an announcement on his official Facebook page, he indicated that these reports are scheduled to be electronically signed on July 4, 2024, utilizing the integrated Progres system.
This ambitious digital transformation initiative underscores Algeria’s commitment to advancing its higher education sector through technology.
