Algiers, Algeria | February 20th, 2025 — In a landmark achievement that underscores Algeria’s ascent into the ranks of technologically advanced nations, President Abdelmadjid Tebboune inaugurated the Cap Blanc seawater desalination plant in Oran on Thursday. Completed in an unprecedented timeframe of less than 26 months, this strategic mega-project stands as a testament to Algeria’s engineering prowess, resilience, and relentless pursuit of self-sufficiency.

Addressing the gathering after reviewing two comprehensive technical presentations on the plant, President Tebboune emphasized the significance of this milestone in the country’s modernization efforts. “Independent Algeria—where did it start, and where has it arrived? We are now at the stage of grand achievements, completed in record time with the most advanced technologies,” he declared.
He attributed this success to the unwavering determination of Algeria’s workforce, from the most junior laborers to the highest-ranking executives. “The completion of a project of this scale in just 26 months, and even less, is what we call a victorious Algeria,” he stated with conviction. “I lack the words to express my profound gratitude to all those who contributed to this colossal endeavor. Congratulations to Algeria and the Algerian people.”
A Monument to National Ambition and Technological Mastery
The President lauded the dedication of workers and engineers who operated around the clock to ensure the project’s timely completion. He underscored that Algeria had attained a high level of expertise in desalination technology, positioning itself as a potential leader in sharing this knowledge with friendly nations in need of sustainable water solutions.
“This is the first of five desalination stations that will be inaugurated in the coming days, one after another, paving the way for even more projects,” he announced. “Whenever an opportunity arises to build another desalination plant, we will seize it. We have the material and human resources to achieve it.”
Highlighting Algeria’s strategic vision for self-reliance, President Tebboune called for the swift development of local production capabilities for key desalination equipment. “We must launch, without delay, the domestic manufacturing of essential components for these stations, particularly desalination systems,” he urged.
He emphasized the broader significance of this achievement, stating, “Everyone knows that Algerians—men and women alike—are capable of meeting challenges and will not surrender to adversity. This project, completed in just 26 months, is nothing short of a miracle, driven by the unyielding will of our people and the collective mobilization of workers, executives, and leaders.”
Breaking Barriers: Algeria’s Leap Beyond Delays and Inefficiencies
Reflecting on past hurdles, President Tebboune recalled the formidable challenges Algeria faced post-independence, including deep-water drilling difficulties and the sluggish execution of major projects. He cited the prolonged construction of the Tizi Ouzou stadium, which took 13 years to complete due to inefficiencies and mismanagement. However, he stressed that such setbacks belong to the past.
“Algeria has transcended that era,” he declared. “Today, we deliver projects with speed, efficiency, and cutting-edge technology. We have accomplished this megaproject in just 26 months, and we take great pride in inaugurating it today in the name of Algeria, its people, and the independent nation that continues to triumph over challenges.”
The Cap Blanc desalination plant was initially projected for completion within 36 months, but the remarkable commitment of Algerian engineers and workers led to its early delivery. The facility, boasting a production capacity of 300,000 cubic meters per day, will provide a critical water supply to six western wilayas, beginning with Oran, where the state-run Algerian Water Company (ADE) will commence distribution immediately.
A Commitment Fulfilled: Delivering on Presidential Promises
The plant’s inauguration marks the realization of President Tebboune’s pledge to the people of Oran, ensuring a stable water supply before the holy month of Ramadan. The ceremony witnessed the presence of key national figures, including the Minister Delegate to the Minister of National Defense and Chief of Staff of the National People’s Army, General Said Chanegriha; Minister of State for Energy, Mines, and Renewable Energies, Mohamed Arkab; and Minister of Water Resources, Taha Derbal.
In his concluding remarks, President Tebboune reiterated that this achievement is a clear indicator of Algeria’s unwavering commitment to self-sufficiency and technological advancement. “When I said that Algeria is a force to be reckoned with, I meant it. Today, that reality stands before us.”
