Algiers, Algeria | November 12th, 2024 —Ambassador Amar Bendjama, Algeria’s Permanent Representative to the United Nations, chaired a session of the UN General Assembly (GA) on Monday in New York, addressing the critical need for equitable representation in the Security Council.
In his address, Bendjama reaffirmed Algeria’s full support for the common African position, as articulated by the Ezulwini Consensus and the Sirte Declaration. He emphasized that the Heads of State and Government of Africa, through the adoption of the Pact for the Future last September, had underscored the priority of correcting the historical injustice faced by the continent. He stressed that addressing Africa’s specific concerns is a crucial aspect of the ongoing discussions on the Security Council’s reform.
Security Council No Longer Reflects Global Reality
Bendjama pointed out that the world has undergone profound changes since the Security Council was established in 1945, and its composition no longer reflects the contemporary global order. He noted that the legitimacy and effectiveness of the Council are increasingly questioned, particularly regarding the veto power held by the five permanent members.
The ambassador also lamented the Council’s failure to fulfill its mandate, particularly in light of the ongoing Palestinian genocide, which has continued for over a year, as well as the escalation of regional conflicts that the Council has failed to address. As a member of the Council, Algeria has observed the system’s shortcomings, particularly with regard to its lack of transparency and accountability. Bendjama highlighted that the current structure allows a small group of nations to dictate the agenda and make decisions with insufficient oversight.
The Need for Transparency and Accountability
Bendjama emphasized that the lack of transparency in the Council’s consultations and negotiations, particularly those led by the penholders, exacerbates ambiguity and exclusivity. While acknowledging that reform may not occur soon due to well-known reasons, he stressed that there must be a starting point. He called for a collective effort to strengthen transparency within the Council and demanded greater accountability from its members.
He also underscored the importance of holding penholders accountable and ensuring that their actions are subject to scrutiny. This initiative is part of Algeria’s broader effort to advocate for a more equitable and transparent United Nations system. Bendjama reiterated that reforming the Security Council is essential not only for enhancing its legitimacy but also for enabling the United Nations to effectively address the pressing security challenges of the 21st century, ensuring it continues to play a vital role in global peace and stability.
