Algiers, Algeria | January 1st, 2024 — The construction of the new mining wharf at the Port of Annaba marks a transformative milestone in Algeria’s ambition to diversify its export base beyond hydrocarbons. As the primary outlet for the Integrated Phosphate Project in Eastern Algeria, this strategic development represents a critical step toward unlocking the country’s vast mineral resources and reinforcing its position in the global market.
Launched in 2024, the project is part of a comprehensive plan to capitalize on the extensive phosphate reserves in the Bled El-Hadba region of Tébessa Province. Central to this initiative is a 422-kilometer railway connecting the phosphate mines to the Port of Annaba, traversing the provinces of Souk Ahras, Guelma, and Skikda. This integrated infrastructure aims to support the production of phosphate-based materials and fertilizers for domestic use and export.
State-of-the-Art Infrastructure for Large-Scale Operations
Spanning 82 hectares, the mining wharf boasts a 1,600-meter length and a depth of 16 meters, enabling it to accommodate large cargo vessels. Complementing this are advanced facilities, including a 1,400-meter breakwater and various port installations designed to handle high-capacity operations efficiently.
Mohamed Mehdi Younsi, Project Director at the National Agency for Port Infrastructure Development, emphasized the rapid progress in construction, including site fencing, the establishment of a workers’ base, and the reclamation of submerged areas using advanced geotechnical techniques.
A Collaborative Effort for Completion by 2026
The project is being executed by a consortium of Algerian and Chinese companies, including China Harbour Engineering Company (CHEC), Cosider Public Works, and the National Mediterranean Maritime Works Company (MEDITRAM). Joint teams of Algerian and Chinese engineers are undertaking comprehensive technical and topographical studies to ensure the project’s precision and sustainability.
Local authorities, led by Annaba Governor Abdelkader Djellaoui, are actively facilitating the project’s implementation by addressing logistical challenges and enhancing the productivity of local quarries to meet the demand for construction materials.
Scheduled for completion in 2026, the mining wharf is expected to significantly increase exports of refined phosphate products, establishing the Port of Annaba as a central hub for non-hydrocarbon exports. The project is already generating substantial employment opportunities, with a current workforce of 500 and plans for further job creation as operations commence.
