Boosting Non-Hydrocarbon Exports: Anexal Expresses Optimism

ALGIERS- The National Advisory Council for the Promotion of Exports, chaired by Prime Minister Nadir Larbaoui, convened yesterday to evaluate progress made over the past two years and strategize for future development. The meeting, as per an official statement from the Prime Minister’s office, focused on the development of non-hydrocarbon exports and measures to support Algeria’s positive export trends in international markets.

Discussions at the meeting centered on strengthening support for high-potential export sectors, addressing constraints hindering exports, and fostering a conducive environment for exporting. Key sectors identified for support include industry, pharmaceuticals, agriculture, agri-food, as well as petroleum and mining products. Additionally, there was emphasis on enhancing exports of services, particularly in the realm of knowledge economy, to contribute significantly to national economic growth.

The advisory council also deliberated on enhancing the role of relevant institutions in supporting economic operators, both domestically and internationally. Proposals were discussed to address challenges faced by exporters, with a focus on streamlining export procedures and facilitating repatriation of export earnings.

Comprised of twelve ministers, along with the Governor of the Central Bank, the Director General of Customs, and heads of relevant business associations, the advisory council was established in July 2023 to evaluate the implementation of the national export strategy and propose measures to facilitate exports.

Tarek Boulmerka, President of the National Association of Algerian Exporters (Anexal), expressed confidence in the government’s commitment to supporting exporters and addressing their concerns. He highlighted forthcoming measures to alleviate logistical challenges, reactivate the Special Fund for Export Promotion (FSPE), ease procedures for establishing overseas representation offices, and simplify regulations related to export revenue repatriation and payment procedures.

Boulmerka underscored the importance of strengthening sectors such as agriculture, industry, and digital services to diversify exports and capitalize on emerging opportunities. With Algeria’s non-hydrocarbon exports reaching a record high of nearly $7 billion in the past two years, there is a collective effort to further implement the national export strategy, aiming to diversify export sectors and remove barriers to market access for Algerian operators.
