ALGIERS- The Bir Touta judicial police services arrested, in the night of Wednesday to Thursday, at 10:30 p.m., in flagrante delicto the president of the APC (communal popular assembly) of Tessala Merdja, an Algiers commune located in the south- west of the capital.
