Chery Revives Plans for Manufacturing Plant in Chlef

Algiers, Algeria | June 12th, 2024 — The Algerian government’s drive to cultivate a robust automobile industry is gaining momentum, marked by recent meetings between the Minister of Industry and Pharmaceutical Production, Ali Aoun, and representatives from various automotive manufacturers.

Noteworthy visits from JAC, Geely, and Fiat underscore the government’s determination to move from announcements to concrete outcomes. Yesterday, Minister Aoun hosted a delegation from the Chinese car manufacturer Chery, led by its regional director and representatives from its local partner, ALC. The discussion centered on the progress of the vehicle manufacturing project and the implementation of directives for the upcoming factory.

During the meeting, Chery outlined its comprehensive strategy for automobile manufacturing in Algeria. Minister Aoun emphasized the urgency of accelerating the project to initiate factory operations promptly, noting that this would bolster the national industry and generate new job opportunities.

The CEO of ALC, Chery’s official distributor in Algeria and the local partner for the factory project, pledged to adhere to the minister’s directives in line with the state’s strategy to establish a strong automotive industry in Algeria. ALC’s communication director indicated that significant progress is anticipated in the coming days, with potential establishment of the factory in Chlef. However, no official permit has been issued yet to the Algerian-Chinese joint venture, making it challenging to provide an exact timeline.

Currently, Fiat is the only manufacturer authorized to produce vehicles in Algeria. This is despite executive decree 22-384 of November 17, 2022, which outlines the conditions and modalities for vehicle construction activities, covering both passenger cars and light utility vehicles.

In January, Mokdad Aggoune, the president of the technical secretariat overseeing the vehicle dossier and the director of economic intelligence at the Ministry of Industry and Pharmaceutical Production, revealed that about thirty applications for automotive manufacturing had been submitted to the ministry. He clarified that the goal is to host up to eight manufacturers to build a local automotive industry supported by a network of subcontractors, including local SMEs. This vision encompasses various segments, including passenger cars, utility vehicles, trucks, buses, tractors, mopeds, and trailers.

Despite discussions with Chery and Geely, these manufacturers have not yet received the necessary permits. The same applies to Renault, Renault Trucks, and JAC, who are either awaiting the resumption of activities or, in JAC’s case, the start of new operations. Fiat remains the only manufacturer granted permission to produce vehicles in Algeria, with its Tafraoui plant officially inaugurated on December 11, 2023.

The Algerian government’s efforts to foster a genuine automotive industry are showing promise, with substantial steps being taken to transform plans into reality. The anticipated establishment of the Chery factory in Chlef, alongside other manufacturers, marks a significant stride towards achieving this ambitious vision.
