Algiers- Algeria, May 6, 2024 – Civil Protection has mobilized significant resources for an international earthquake simulation exercise (Seimex 2024), involving nearly 4000 personnel from 42 provinces, dozens of vehicles and ambulances, a base camp, and an advanced command post. The exercise simulates an earthquake measuring 6.8 on the Richter scale, with the epicenter located southeast of Oued El Bardi in the province of Bouira.
The primary objective is to assess the readiness of various intervention teams, including First Intervention Reinforcement Detachments (FIRDs), disaster medicine units, the air group, and a certified Tunisian Urban Search and Rescue (HUSAR) detachment meeting UN standards. The simulated earthquake has caused loss of life and significant damage in four municipalities: Oued El-Bardi, El-Hachimia, Sour El-Ghozlane, and El-Asnam. The provisional toll includes 39 deaths, 105 injuries, 195 missing persons, 3,326 displaced individuals, 416 destroyed buildings, and 141 damaged structures.
Supervised by Minister of Interior, Local Authorities, and Territorial Planning, Brahim Merad, along with other high-ranking officials, the event was attended by local authorities. Minister Merad highlighted the exercise’s broad scope and dimension, allowing for a realistic evaluation of capabilities. He emphasized the significance of testing various operational aspects of Civil Protection and the effectiveness of digital platforms developed as part of the state’s digitization policy.
The exercise’s unique aspect lies in the swift deployment of a large number of personnel and equipment and the teams’ self-sufficiency in terms of support. Minister Merad announced the preparation of the 2nd Insarag team in Bouira and Médéa provinces, contributing significantly to strengthening Civil Protection’s capabilities.
Effective communication is essential in disaster management. Colonel Farouk Achour emphasized real-time information dissemination through various communication tools and channels, facilitating coordination between provinces.
During the exercise, a base camp, operational center, and command post were established in Oued El Bardi’s industrial zone to oversee intervention operations. Teams conducted thorough risk analysis and scenario planning, prioritizing hazards based on the area’s risk profile. Civil Protection agents communicated observations to the command center, equipped with cell phones and long-range radios.
Geographical maps were utilized, inspection sheets filled out systematically, and projectors used for direct explanations with the Director General of Civil Protection. No detail was overlooked, ensuring effective operations. Mutual aid and solidarity were observed, with Civil Protection elements demonstrating remarkable coordination.
The exercise aimed to maintain readiness, test responsiveness, assess organizational aspects, and evaluate new operational techniques. It also evaluated response time, standardized intervention techniques, and assessed operational coordination. Senior officers specialized in disaster management provided direction and technical supervision.
Organizers highlighted progress made by Civil Protection in disaster management, emphasizing the support and commitment of public authorities to develop response capabilities.
