Algerian Authorities Uncover Foreign-Backed Spy Network Aiming to Undermine National Institutions

Algiers, Algeria | September 1st, 2024 — In a significant development, Algerian authorities have uncovered and dismantled a foreign-backed espionage network targeting state security and key national institutions. The Tlemcen Tribunal’s judge of instruction ordered the detention of seven individuals, including four Moroccan nationals, on charges of espionage and intelligence activities designed to compromise Algeria’s security.

Mustapha Loubar, the public prosecutor of Tlemcen, revealed in a press conference that the network was exposed during routine operations focused on curbing illegal immigration. On August 24, security services, acting on intelligence regarding the suspicious movements of a Moroccan national identified as “Z.M.” in downtown Tlemcen, apprehended the suspect who had illegally entered Algerian territory. A judiciary-authorized examination of his mobile phone revealed his involvement in espionage, linking him to a broader network comprising both Moroccan and Algerian operatives.

Subsequent investigations led to the arrest of six additional individuals on August 28. These arrests included three Moroccans, identified as “T.A.,” “M.Kh.,” and “M.H.,” and three Algerians, identified as “R.M.A.,” “T.Z.S.A.,” and “B.R.” Preliminary findings indicate that the network was orchestrated by a Moroccan national named “B.S.,” whose objective was to infiltrate and destabilize key Algerian security and administrative institutions by recruiting both Moroccan and Algerian citizens.

The suspects have been charged with serious criminal offenses, including espionage, collaboration with a foreign state, and illegal entry into Algerian territory, in violation of articles 62 and 64 of the Penal Code, as well as articles 4, 44, and 46 of Law 08-11 governing the entry, stay, and movement of foreigners in Algeria. The public prosecutor has requested that all suspects be remanded in custody, a motion that was granted by the judge of instruction, placing them in provisional detention as the investigation continues.

This case underscores the ongoing vigilance of Algerian security forces in safeguarding the nation’s sovereignty against foreign threats. The dismantling of this network highlights the proactive measures being taken to protect Algeria from external attempts to undermine its stability.
