Distribution of 67,000 Housing Units Across All Categories in July

Algiers, Algeria | June 19th, 2024 —The Algerian Minister of Housing, Urban Planning, and the City, Mohamed-Tarek Belaribi, has announced the upcoming distribution of 67,000 housing units across all categories this July. This significant announcement was made during the inauguration of the new headquarters of the National Agency for the Improvement and Development of Housing (AADL) in Saïd Hamdine, Algiers.

Major Housing Distribution Milestone

Minister Belaribi highlighted the substantial distribution efforts over the past years, noting that 452,000 units were distributed between 2020 and July 2024. In detail, 70,000 units were distributed in 2020, 120,000 in 2021, 115,000 in 2022, and 80,000 in 2023. The upcoming distribution on July 5 will see over 67,000 additional units delivered to citizens.

Emphasis on Quality and Infrastructure

Belaribi emphasized a new vision for housing development focused on an 8×3 working system. This vision includes the parallel development of public facilities alongside housing projects. “We have ensured that future efforts will address identified shortcomings by placing greater importance on the quality of the constructed housing units,” he stated.

To support this commitment to quality, the minister mentioned the processing of over 40,000 appeals under the AADL2 program, facilitated by a digital platform launched in April 2021. This platform allowed 21,000 subscribers to catch up on their first installment payments.

Equitable Housing Access and Rigorous Control

Belaribi underscored the importance of equitable access to housing, supported by a cleansed and updated national housing register containing 9.8 million entries. He assured rigorous control to ensure housing allocation to deserving recipients.

The minister also reflected on the social nature of the state’s housing initiatives, highlighting the rent-to-own scheme aimed at the middle class. The AADL’s first program (AADL1) launched in 2001 with 55,000 units across 24 wilayas, followed by AADL2 in 2013 with 563,510 subscribers.

AADL’s Capacity and Competitive Edge

With extensive experience, the AADL is now capable of producing thousands of housing units annually, significantly boosting national companies and labor absorption. “The AADL competes with major international companies by providing comfortable housing,” Belaribi noted.

Inauguration of the New AADL Headquarters

Fouad Mokrani, the Director-General of AADL, described the new headquarters as a significant step towards enhancing infrastructure and showcasing the sector’s accomplishments. Built with national expertise, the new headquarters blends advanced technology and modern design, creating an “ideal” and “motivating” work environment conducive to creativity and innovation.

The new headquarters spans one hectare, featuring 14 floors, two main entrances, a large library, a substantial training room, and a meeting hall. It houses central departments essential for the agency’s operations (finance, land, audit, and control, statistics, project monitoring) as well as services from the National Housing Bank and the Technical Control of Construction Authority (CTC), among other insurance companies. Additionally, it includes a parking facility with a capacity for 260 vehicles.

Digital Platforms and Applications

Mokrani highlighted the launch of several digital platforms and applications available to AADL subscribers. This initiative aligns with the ministry’s push towards digitization, which Mokrani views as a significant challenge and priority. “Our goal is to be among the leading institutions in integrating new technologies,” he affirmed.

The upcoming distribution of 67,000 housing units in July marks a pivotal moment in Algeria’s ongoing efforts to provide quality housing and improve urban living conditions for its citizens.
