Employment Policy: President's Decisions Bearing Fruit

Algiers- Algeria, May 7, 2024 – In a recent parliamentary session addressing employment policies in Algeria, Minister of Labor Fayçal Bentaleb shed light on the impact of President Abdelmadjid Tebboune’s initiatives, particularly regarding unemployment benefits.

Minister Bentaleb revealed that since its inception under President Tebboune’s direction, over two million young people have benefited from unemployment benefits. Specifically, from October 2022 to February 2024, 2,008,354 individuals received benefits, with 435,475 directed to job offers and 368,322 to training programs, of which 163,083 completed short-term training and obtained certificates to improve their employability. Bentaleb underscored the President’s commitment to reforming employment policies to address the needs of both youth and employers, leading to a significant reduction in youth unemployment rates.

Significant Increase in Hiring: 35% in 2024

The Minister highlighted that the national employment policy is a government priority, aligned with the President’s commitments. Over the past five years, there has been substantial progress in strengthening human resources, with 325,074 beneficiaries registered in the Professional Insertion Assistance Program (PIAP) and Social Insertion Activities Agency (DAIS) contracts transformed into indefinite-term partial contracts for 175,737 beneficiaries. Additionally, over 62,000 contractual teachers and 8,000 doctoral and master’s degree holders were recruited. The economic sector saw a 53% increase in appointments in economic institutions in 2023 compared to 2020, and a 27% increase compared to 2022. The first quarter of 2024 witnessed a notable increase of about 35%. The decision to increase salaries has been well-received, contributing to enhanced confidence in the national economy and increased consumption.

Energy Sector Contribution: 5,600 Jobs in 2023

Minister of Energy and Mines Mohamed Arkab emphasized the importance of employment policies in the energy sector, revealing that it created over 5,600 direct jobs in 2023, with over 43% held by women. As of the end of 2023, the sector employed more than 298,000 workers.

Institutionalized Unemployment Allowance

Institutionalized in February 2022, unemployment allowance are available to all first-time job seekers aged 19 to 40, irrespective of educational background, until they secure employment. With two million beneficiaries, recipients receive a monthly payment of 15,000 Algerian dinars net of taxes, following a 2,000-dinar increase by President Tebboune. This measure, explained by the President as a “pre-salary and a guarantee,” underscores the state’s commitment to supporting unemployed individuals by ensuring a minimum standard of living during their job search phase.
