Ensuring Electoral Integrity: Mohamed Charfi Outlines ANIE’s Commitment to Transparent Presidential Election

Algiers, Algeria | July 30th, 2024 — Mohamed Charfi, President of the National Independent Authority for Elections (ANIE), reaffirmed the authority’s commitment to ensuring the credibility and transparency of the upcoming presidential election scheduled for September 7, 2024. Speaking on Monday in Algiers, Charfi emphasized that the primary goal of ANIE is to guarantee a trustworthy electoral process and announced the presence of international observers within an institutional framework.
Charfi highlighted that, following several elections since 2019, ANIE has significantly enhanced and modernized its operational capabilities. “Our objective remains the credibility and transparency of the forthcoming election to legitimize the governance of the future president,” Charfi stated during his interview with National Radio. He assured that the Authority is on track to uphold a democratic, credible, and transparent electoral process.
Preparations and Logistics
Charfi elaborated on the preparatory stages leading up to the election day and the announcement of results. “We are racing against the clock. Although we have three months, we are proactively advancing,” Charfi said. He outlined that after the submission of candidacy files to the Constitutional Court for validation, the focus will shift to organizing the presidential candidates’ electoral campaigns.
He noted that ANIE is working closely with local authorities nationwide to prepare meeting venues, campaign programs in the media, and electoral advertisements. Additionally, a security commission for elections has been established in each wilaya to collaborate with local security committees.
Campaign Finance Oversight
On the matter of campaign finance, Charfi disclosed that a commission, comprising representatives from the Constitutional Court, the State Council, the Court of Auditors, and the National Authority for the Prevention and Combating Corruption, has been formed. This commission will scrutinize the sources of campaign funding to ensure compliance with legal regulations.
Youth Involvement and Training
One of ANIE’s priorities is to guarantee the transparency of the electoral process, ensuring every vote is respected. Charfi emphasized the role of political party activists, candidate supporters, and civil society, alongside ANIE’s resources, in overseeing the election day and vote counting.
He also revealed plans to involve young people in the supervision process. This year, a million new voters under 40 will be added to the electoral rolls, with 10%—100,000 individuals—receiving specialized training. Charfi underscored that this initiative aims to integrate youth into the political and electoral process, despite some opposition. He assured that this move is fully compliant with the ANIE’s foundational mandate and the Republic’s laws, with stringent requirements for integrity and political neutrality for those recruited.
International Observers
Regarding international observers, Charfi confirmed that Algeria has received requests from the African Union (AU) and several European countries. Unlike the 2019 presidential election, which saw no international observers, this year’s election will include them, albeit within a strictly institutional framework. “Any form of interference in the electoral process or voting will be deemed unacceptable and intolerable,” Charfi asserted.
In terms of operational staffing, Charfi announced the deployment of 110,000 agents who will be appointed soon. Local directives have been issued for the preparation and setup of polling centers. Charfi concluded by affirming that the electoral process is proceeding smoothly with no reported incidents, and ANIE is committed to adhering to legal provisions and ensuring the overall success of the election.
