ALGIERS- During the Italy-Africa summit held in Rome, Ahmed Attaf, the Minister of Foreign Affairs and National Community Abroad, emphasized the significance of basic infrastructure development in Africa’s economic progress. He underscored Algeria’s efforts in implementing several regional projects to achieve complementarity and integration within the African continent.
Addressing the summit, Attaf conveyed the greetings of the President of the Republic, highlighting the need for concerted efforts to realize the promising prospects offered by the Italy-Africa partnership.
Attaf spotlighted five major projects initiated by Algeria, showcasing the country’s commitment to regional development:
1. Trans-Saharan Road: Also known as the “Unity African Road,” this project connects six African countries, aiming to break the isolation of Sahelian countries and transform the region into a prominent economic corridor.
2. Tindouf-Zouérate Road Project: A road project linking the city of Tindouf in Algeria to the city of Zouérate in Mauritania, serving as a connection between the Maghreb region and West Africa.
3. Trans-Saharan Fiber Optic Network: Focused on developing regional digital economy in the Sahel region.
4. Trans-Saharan Gas Pipeline: Connecting Nigeria, Niger, and Algeria to Europe, contributing to energy security and economic cooperation.
5. National Railway Transport Network Development: A comprehensive project covering the entire national territory, with a special emphasis on extending the network to southern provinces, fostering integration similar to the Trans-Saharan Road.
Attaf stressed the vital importance of cooperation, economic development, and infrastructure for African countries and their international partners. He highlighted the interconnectedness of these issues with other topics on the summit’s agenda, such as food security, energy security, and challenges related to security and illegal immigration.
However, Attaf acknowledged one of the significant obstacles to infrastructure development in Africa—the financing problem. He emphasized the need for investments in infrastructure and basic facilities, especially in vital areas like energy, transportation, and communications. Integration of these facilities is crucial to maximizing the desired benefits.
The minister pointed out that the weakness of infrastructure in Africa results in an annual reduction of economic growth by 2%, and in the same context, a productivity decrease of at least 40%. Insufficient infrastructure investments also impact foreign investments, hindering the overall activation of the African Continental Free Trade Area and limiting the benefit of integration opportunities.
The Italy-Africa summit includes the launch of a new cooperation plan named the “Mattei Plan for Africa,” focusing on several key sectors, primarily energy, with the aim of making Italy an energy hub and a bridge between Europe and Africa, as stated by the Italian Prime Minister, Giorgia Meloni.
