General Manager Abderrahmane Sallouhi Addresses Allegations by Traders, Emphasizing Legal Compliance and Transparent Governance

Algiers, Algeria | December 31st, 2024 — In response to recent protests by traders operating within the facilities of the Tipaza Tourism Management Corporation, General Manager Abderrahmane Sallouhi issued a comprehensive statement reaffirming the institution’s commitment to lawful operations and the protection of public assets. The protests, sparked by traders claiming alleged investment in leased premises and accusing the corporation of unfair contract terminations, were addressed in an exclusive statement to Dzair Tube.

Sallouhi began by emphasizing the corporation’s substantial investment of nearly 8 billion Algerian dinars aimed at revitalizing Tipaza’s tourism sector. This financial commitment, he noted, has enabled the development of modern infrastructure, including recreational spaces, shops, and facilities catering to both local and international visitors. “This investment underscores our dedication to promoting family-oriented, domestic, and international tourism,” he affirmed.

The General Manager categorically refuted claims made by the protesting traders, clarifying that they are not investors in the legal sense. He pointed to the explicit stipulations of Algeria’s concession laws, particularly Article 8 of the state concession contract, which prohibits the subleasing of state-owned assets designated for specific uses. “The concession’s purpose is exclusively for tourism and hospitality activities. Leasing these assets or engaging in activities outside this scope is a clear violation of the contract,” Sallouhi stated.

He further criticized the practice of subletting by some traders as fundamentally flawed and in contravention of national laws, stating, “Allowing identical economic activities within our premises undermines our operational integrity as a commercial entity tasked with fostering tourism.”

Sallouhi did not mince words in addressing reported abuses. He revealed that some traders had unlawfully occupied public property, including unauthorized use of bungalows and apartments without official contracts or reservations. “This blatant encroachment on public assets constitutes an outright violation of the law and a misuse of national resources,” he declared.

The General Manager also detailed the corporation’s reliance on bank loans to fund its investments, emphasizing the need for financial accountability. “We are obligated to generate sufficient revenue to repay our debts and sustain the momentum of our tourism revitalization initiatives,” he explained, highlighting the corporation’s dual responsibility to taxpayers and the financial sector.

Concluding his remarks, Sallouhi underscored the importance of distinguishing genuine investment from exploitative practices. “Investors have rights guaranteed by the state, but these rights come with responsibilities. Misrepresenting oneself as an investor without adhering to established rules and regulations only serves to confuse the public and tarnish the image of our institution,” he stated firmly.

Reiterating the corporation’s commitment to transparent governance, Sallouhi pledged to uphold state policies while safeguarding the rights and freedoms of all stakeholders. “We stand resolute against any acts of dishonesty or inefficiency that jeopardize the integrity of public funds. Our mission is to fortify the culture of state institutions, ensuring that all operations are conducted with fairness, transparency, and accountability,” he concluded, vowing decisive action against any breaches of trust.
