Justice: Combatting Forgery and Ensuring Public Trust

The government commenced its session by delving into the realm of justice, where a preliminary draft law targeting the fight against forgery and the use of counterfeit documents was meticulously examined. This draft legislation, presented by the Minister of Justice and Keeper of the Seals, was initiated in direct alignment with the President of the Republic’s directives.

The overarching goal of this legislative initiative is to combat various forms of forgery, including the falsification of official, public, and commercial documents, identity theft, and the unjust acquisition of benefits, subsidies, public aid, financial tax exemptions, and other privileges. In the domain of labor, the Minister of Labor, Employment, and Social Security presented five pivotal draft executive decrees aligned with the provisions of Law No. 23-08, passed on June 21, 2023. This law pertains to the prevention and resolution of collective labor disputes and the exercise of the right to strike.

The draft executive decrees encompass the following key components:

  1. Mandatory Minimum Service: Establishment of a list of sectors and workstations mandating the implementation of a compulsory minimum service.

 

2. Socio-Professional Relations: Determination of the frequency of mandatory meetings to assess socio-professional relations and general working conditions within public institutions and administrations.

 

  1. Mediation in Labor Disputes: Specification of the roles and appointment criteria for mediators in the resolution of collective labor disputes, including details of their remuneration.

 

  1. Arbitration Commissions: Composition, appointment procedures, and organizational aspects of the national commission and wilaya arbitration commission handling collective labor conflicts.

 

  1. Conciliation Council: Definition of the tasks, composition, procedures for appointing the president and members of the joint council of the civil service in the realm of conciliation of collective labor conflicts, and insights into its functioning.
