The Prime Minister, Minister of Finance, Mr. Aïmene BENABDERRAHMANE, chaired, this Wednesday at the Palace of the Government, a meeting of the Government, during which several files relating to the sectors of Justice, the Environment and the pharmaceutical industry were been examined.
In this context, the council of the meeting examined a draft organic law setting the procedures and terms of referral and referral to the Constitutional Court and two draft executive decrees relating respectively to: the regulations applicable to classified establishments for the protection of the environment and the rules of good manufacturing practice for pharmaceutical products for use in human medicine.

In the field of Justice:
A preliminary draft organic law was presented setting the procedures and terms of referral and referral to the Constitutional Court.
This draft text comes within the framework of the application of the provisions of Article 196 of the Constitution of November 1, 2020 in order to allow the Constitutional Court to exercise its powers and accomplish its mission of constitutional control.
In accordance with established procedures, this draft text will be examined at a future Council of Ministers.
In the area of the environment:
A draft Executive Decree was presented, amending and supplementing Executive Decree No. 06-198 of 05/31/2006 defining the regulations applicable to establishments classified for the protection of the environment.
The implementation of the Executive Decree in question since its promulgation in 2006 has revealed a number of shortcomings and slowness in the procedures for issuing operating permits.
As such, and with a view to supporting and promoting investment, while ensuring the protection of the environment, it is planned to modify this text to provide responses to the current context and to a pressing and persistent environmental liability, notably through the simplification and streamlining of procedures, the extension of the scope of the Decree to mobile installations and the definition of the conditions for regularizing existing classified establishments.
In the field of the Pharmaceutical Industry:
A draft executive decree relating to the rules of good manufacturing practices for pharmaceutical products for use in human medicine was examined.
This draft text defines the rules and conditions to be observed by pharmaceutical establishments in order to create a quality management system, guaranteeing the manufacture of pharmaceutical products intended for human medicine according to international norms and standards.
