Government Meeting: Prime Minister Aïmene Benabderrahmane Reviews Key Policy Declaration and Executive Decrees

Algiers-Algeria, September 20, 2023 – Prime Minister Mr. Aïmene Benabderrahmane presided over a government meeting, primarily focused on the examination of a preliminary draft general policy declaration slated for presentation in Parliament. Additionally, the session included the presentation of two draft executive decrees designed to facilitate the exercise of the right to organize. This meeting reflects the government’s unwavering commitment to furthering socio-economic development and fostering constructive social dialogue within the country.

The centerpiece of today’s session was the preliminary draft general policy declaration, which serves as a comprehensive roadmap for the government’s forthcoming actions. In a noteworthy development within the domain of labor and employment, the Minister of Labor, Employment, and Social Security presented two draft executive decrees aimed at implementing the provisions of Law No. 23-02, enacted on April 25, 2023, concerning the exercise of the right to organize.

The first draft executive decree pertains to union representativeness and union statistics. It aims to establish clear and uniform criteria for determining union representativeness, a pivotal condition for exercising the right to organize and participating in essential social dialogue and consultations. The second draft executive decree addresses the rules governing union secondment and outlines the terms and conditions for obtaining union training leave within public institutions and administrations.
