Hydrocarbons: Algeria, Congo-Brazzaville Sign MoU

Algiers, Algeria | May 21, 2024 — Algeria and Congo-Brazzaville have signed a memorandum of understanding (MoU) in the field of hydrocarbons, the Algerian Ministry of Energy and Mines announced on Tuesday.

This agreement, signed during a working visit by Algerian Minister Mohamed Arkab to the Republic of Congo, aims to elevate economic cooperation to match the excellent political relations between the two countries. The MoU seeks to invigorate Algerian-Congolese collaboration in hydrocarbons by exploring partnership opportunities and sharing experiences in the oil and gas sectors.

The agreement highlights investment opportunities for Sonatrach, Algeria’s state-owned oil company, in oil and gas exploration in the Republic of Congo. It also outlines cooperation between Sonatrach and the Congolese National Petroleum Company (SNPC).

Key areas of focus include:

– Downstream Petroleum Activities: Involvement of Sonatrach and its subsidiaries in petroleum services and equipment supply within Congo.
– Gas Sector Development: Sharing Algerian expertise, particularly in liquefied natural gas (LNG).
– Technical Assistance: Support in petrochemicals and promoting liquefied petroleum gas (LPG) usage.
– Environmental Initiatives: Efforts to reduce the carbon footprint within the hydrocarbons industry.
– Regulatory Frameworks: Developing legal and regulatory structures, reforms, and the establishment of regulatory bodies.

Towards Developing Standard Contracts for Exploration

The memorandum also addresses:

– Creation of a national database for hydrocarbon exploitation.
– Development of standard contracts for oil and gas exploration and exploitation.
– Implementation of technical surveillance and health, safety, and environment (HSE) protocols, including safety control of petroleum installations, health and environmental audits, accident investigations, and training and development of human capital in hydrocarbon-related professions.

Signing of a Roadmap between Sonatrach and Congolese SNPC

In conjunction with the MoU, Sonatrach and SNPC signed a roadmap aimed at establishing effective and sustainable cooperation in areas such as exploration and development, transportation, conversion, distribution, and supply of petroleum products, as well as fuel marketing. This roadmap emphasizes the sharing of expertise and experiences, professional skills development, and the training of SNPC employees.

A Congolese delegation is expected to visit Algeria soon to discuss cooperation opportunities in hydrocarbon exploration management and to establish the legal and regulatory framework governing these activities.

This comprehensive agreement marks a significant step towards strengthening economic ties between Algeria and Congo-Brazzaville, leveraging both countries’ strengths to foster mutual growth and development in the hydrocarbons sector.
