Algiers, Algeria | December 6th, 2024 — In 1813, French poet Étienne Jouy wrote a poem praising Algeria for its role in saving France from famine by providing wheat as a loan, marking a rare moment of human solidarity between the two nations. However, France, accustomed to ingratitude, failed to recognize this generosity, instead exploiting it as an opportunity for imperial expansion. Just 17 years later, France launched its brutal colonial campaign in Algeria in 1830, transforming the very land it had once been saved by into a theater of plunder and injustice. In a stark historical irony, France not only disregarded Jouy’s poem but also abandoned its moral duty toward Algeria, continuing to deny its colonial past and the atrocities it had committed.

Let us delve into the poem, a sharp reflection of the complex and fraught relationship between Algeria and France:

Étienne Jouy, a French poet and playwright, offers a thought-provoking piece of historical commentary in his poem Le Dey d’Alger (1813), published later in his Œuvres Complètes in 1825. As a member of the Académie Française, Jouy was no stranger to blending literary artistry with social and political commentary. The poem Le Dey d’Alger is a prime example of his ability to combine satire with sincere reflection, offering both a lighthearted tribute and an ironic commentary on the Franco-Algerian relationship during a period of growing tension.

The title of the poem refers to the “Dey of Algiers,” the ruler of Algeria under the Ottoman Empire at the time, a figure of importance in the context of French-Algerian interactions. The year 1813, which is pivotal in the poem’s context, predates the French colonization of Algeria in 1830. This period of strained relations between the two nations was marked by political maneuvering, economic challenges, and heightened militaristic tensions. Despite the eventual colonial conquest, the poem’s themes express a curiosity about the Algerian influence on France’s survival, particularly in the face of famine.

Jouy’s work appears in the section of his Œuvres Complètes devoted to light, often satirical poems, and its subtitle, “Ronde impromptu,” signals a jovial, even musical quality to the piece, indicating it was likely composed to be sung to a popular tune of the time. The refrain Va-t’en voir s’ils viennent, repeated throughout, contributes to a playful tone, suggesting a mixture of satire, mockery, and a deeper political message about the nations’ complex relationship.

The first stanza of Le Dey d’Alger reflects the anticipation of positive change, attributed to the intervention of the Dey, symbolizing hope for France’s troubled situation. The second stanza shifts focus to the Algerian warriors, with references to them as “sons of victory,” elevating their bravery and their historical connection to glory. Through these verses, Jouy highlights the valor of the Algerian people, contrasting it against France’s own struggles at the time.

The third stanza introduces figures of French society, including princes and women, yet maintains a somewhat mocking tone. Jouy’s ironic approach seems to critique the French social and political elite while also pointing out the disconnect between their expectations and the harsh realities faced by the nation, particularly in times of war and famine.

In its style, Le Dey d’Alger maintains a blend of lyrical levity and sharp wit, common to much of Jouy’s work. The playful and repetitive nature of the refrain creates a sense of irony, even as it comments on the serious political and cultural exchanges between the two countries. By intertwining themes of military valor, societal expectations, and political aspirations, the poem offers a reflection on the paradoxes of French-Algerian relations at a time of geopolitical flux.

Ultimately, Le Dey d’Alger is emblematic of Étienne Jouy’s signature style—one that uses satire and humor to reflect on the societal and political climate of his time. While the poem may appear as a light, musical piece, it is also a pointed commentary on the complex dynamics between France and Algeria, offering both recognition of Algeria’s role in supporting France during difficult times and a sharp critique of French expectations. Through this poem, Jouy captures a historical moment, offering a window into the sentiments of his era.
