Algiers, Algeria | June 19th, 2024 —The Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, officially inaugurated the new headquarters of the National Agency for the Improvement and Development of Housing (AADL) in Algiers on Wednesday. The AADL, responsible for the implementation and distribution of rental-sale housing units, marks a significant milestone with this new establishment.
A Testament to National Effort and Expertise
In his inaugural address, Minister Belaribi highlighted that the new headquarters is a result of the dedicated efforts of sector professionals, engineers, and graduates from Algerian universities. He emphasized the AADL’s pivotal role as a beacon of hope for citizens, providing opportunities and enabling the ministry to gain essential experience in housing development.
Contributions to Economic and Workforce Development
Belaribi praised the AADL’s active contribution to economic rejuvenation, job creation, and providing opportunities for Algerian companies to engage in significant projects. He pointed out that the AADL has positioned local enterprises to compete with international companies, both in terms of the number of projects completed and the housing units distributed.
AADL 2 Program Achievements
Discussing the AADL 2 program, Belaribi noted that 447 national contractors participated, overseen by 252 design offices and 26 laboratories, involving over one million workers. This extensive program utilized more than 12 million tons of cement, over 2 million tons of iron, and 80 million square meters of ceramics and tiles, showcasing a 100% Algerian achievement.
The program also required the mobilization of land totaling 4,700 hectares, resulting in the development of 935 sites, including three new cities and 56 integrated urban centers equipped with public infrastructure to ensure a decent living environment for residents.
Streamlining the AADL 2 Subscription Process
Belaribi reported that there were 563,510 subscribers to the AADL 2 program across the country. He announced directives to issue all remaining allocation certificates by the end of June 2024. To protect citizens’ rights, the ministry processed over 40,000 appeals via a dedicated platform, enabling 27,000 subscribers to pay their first installments and secure their housing units.
Distribution of Over 67,000 Housing Units on July 5, 2024
Reflecting on the achievements of the past four and a half years, Belaribi attributed the success to a strategic framework established by the country’s high authorities, supported by government coordination and meticulous oversight by the housing sector. This strategy led to the distribution of 452,000 AADL housing units from 2020 to July 2024, including 70,000 units in 2020, 120,000 in 2021, 115,000 in 2022, and 80,000 in 2023. The minister announced the upcoming distribution of over 67,000 additional units on July 5, 2024.
New Headquarters: A Hub of Excellence
AADL’s Director General, Fouad Mokrani, highlighted the inauguration of the new headquarters as a significant step in enhancing infrastructure and a notable achievement for the housing sector. He emphasized the commitment to maintaining high-quality standards in housing projects.
The new headquarters spans one hectare and comprises a 14-story building with two main entrances. It features two underground levels, including a state-of-the-art conference room for over 250 people, a library, a training room, and a parking facility with a capacity for 260 vehicles.
In addition to the various AADL departments and services, the new structure houses offices for key agency partners, such as the National Housing Bank (BNH), the Algerian Insurance Company (SAA), and the Public Technical Control Agency for Construction (CTC). This setup aims to streamline services and enhance interactions among the different entities involved.
