India Outlines Vision for UN Summit of the Future: Emphasis on Global South Perspectives and Multilateral Reform

Algiers, Algeria | August 26th, 2024 — The Indian Embassy in Algeria has released a detailed communiqué outlining India’s strategic vision for the upcoming United Nations Summit of the Future, slated for September 22-23, 2024, in New York. This communiqué highlights India’s commitment to integrating the perspectives of the Global South into the summit’s agenda and advocates for a reformed multilateral system capable of addressing contemporary global challenges.

The summit is poised to conclude with the adoption of a “Pact for the Future,” a comprehensive framework designed to protect the interests of both current and future generations. This Pact has been developed through extensive collaboration among the 193 UN member states, with Germany and Namibia spearheading the process, representing the Global North and South, respectively.

In a recent statement, Indian External Affairs Minister Dr. S. Jaishankar emphasized the necessity of “genuine solidarity” to foster “real trust” and ensure that the concerns of the Global South are adequately addressed during the summit. Dr. Jaishankar cautioned that failing to uphold these principles could risk transforming the summit into a “Summit of the Past,” potentially relegating the UN to a position of irrelevance.

The communiqué highlights the pivotal role the Global South has historically played in shaping the multilateral landscape. Since the early 1960s, the Global South has been instrumental in influencing UN reforms, including the expansion of representation in critical UN bodies such as the Security Council and the Economic and Social Council, and the creation of essential frameworks like the Group of 77 (G-77) and the UN Development Programme (UNDP).

Significant achievements of the Global South include the adoption of Agenda 2030 and its 17 Sustainable Development Goals (SDGs), which align with the Global South’s vision of integrating peace, security, and development into a unified framework. However, recent crises have threatened this vision. The communiqué identifies three major concerns: the resurgence of the North-South divide, the increased reliance on armed force over diplomatic solutions, and the weaponization of economic interdependence.

These trends, the communiqué argues, have exacerbated disparities and undermined the effectiveness of multilateral institutions. The Covid-19 pandemic highlighted these vulnerabilities, with inadequate vaccine distribution to the Global South and delayed decisions on intellectual property rights. Additionally, conflicts intensified by the ineffective authority of the UN Security Council and the encroachment of non-UN bodies like NATO have further strained global stability.

In response to these challenges, India’s communiqué advocates for a reformed approach to multilateralism that reflects current realities and ensures equitable participation from all stakeholders. This perspective echoes the call made by Indian Prime Minister Narendra Modi during the UN’s 75th anniversary in 2020 for comprehensive reforms to address today’s interconnected challenges.

The communiqué also underscores the importance of addressing the digital divide as the UN considers a Global Digital Compact during the Summit of the Future. It argues that the proposed Compact must address the concerns of the Global South to bridge existing gaps and accelerate the implementation of Agenda 2030.

Looking ahead, the communiqué suggests that a UN General Conference to review the UN Charter in September 2025 could be a landmark opportunity to incorporate the aspirations of the Global South and commemorate the 80th anniversary of multilateralism. This move would represent a commitment to adapting the UN’s foundational structures to better meet the needs of a rapidly evolving global landscape.
