Algiers, Algeria | May 31, 2024 — During his working and inspection visit to Khenchela on Thursday, Mr. Abdelmadjid Tebboune inaugurated and inspected several vital projects aimed at driving the development dynamics in this province.
At the outset of this historic visit, the President of the Republic, accompanied by the Chief of Staff of the People’s National Army (ANP), General of the Army Saïd Chanegriha, was welcomed by local authorities, both civilian and military.
After listening to the national anthem, he reviewed detachments from various ANP forces, which paid him honors. Fighter jets from the ANP escorted the President of the Republic aboard his presidential plane to Khenchela province.
President Tebboune Receives Warm Welcome in Khenchela
President Abdelmadjid Tebboune was greeted with warmth and enthusiasm upon his arrival in Khenchela province on Thursday. Notable figures and citizens alike gathered to extend their heartfelt greetings to the President, expressing gratitude for his dedicated attention to their region and the significant projects it has received through the Complementary Development Program.
From the early hours of the morning, crowds of citizens flocked to the main streets leading to the provincial headquarters, eager to welcome the President and acknowledge his substantial contributions to the province’s development. People from various communities within the province gathered along these streets, demonstrating their respect and appreciation for the President.
President Tebboune engaged in lively interactions with citizens along Boulevard Ahmed-Haftari, where he received expressions of support and gratitude for his visit. Citizens praised the President’s efforts in advancing the vision of a new Algeria and voiced steadfast support for his initiatives. They particularly lauded his fulfillment of promises, including the preservation of the state’s social character and the implementation of crucial projects across multiple sectors for the benefit of citizens.
The era of projects lingering for years is over
During the first stage of this visit, the President inaugurated and commissioned the railway line connecting Khenchela and Ain Beida (Oum El Bouaghi). On this occasion, the President praised the efforts of all those who contributed to the completion of this project, which entered service “when some thought it was just election promises,” he said, affirming that “the era of projects lingering for years is over, thanks to the efforts of conscientious cadres.”
During the inauguration of the widening project of route N88 connecting the provinces of Khenchela and Batna over a length of 14 km, the President highlighted the importance of this road in “boosting economic activity in the region.”
Inauguration of the Khenchela-Aïn Beïda Railway Line:
The highlight of President Tebboune’s visit was the inauguration of the Khenchela-Aïn Beïda railway line, a monumental endeavor spanning 51 kilometers. Constructed by renowned national companies, this railway line represents a pivotal milestone in enhancing transportation efficiency and regional connectivity. President Tebboune, accompanied by key government officials, received detailed briefings on the project’s execution and its anticipated impact on the region. The newly inaugurated railway line is expected to revolutionize the movement of goods and passengers, catalyzing economic vitality and fostering closer ties between Khenchela and Aïn Beïda.
Launch of the N88 Road Expansion Project:
In addition to the railway line, President Tebboune unveiled the expansion of the N88 road, a strategic artery connecting Khenchela with Batna. Covering a 14-kilometer stretch, this project represents a significant upgrade for regional transportation infrastructure. Initiated with a budget of 2 billion Dinars and executed by three national companies, the N88 road expansion project overcame various challenges to become a reality.

At the urban center of Khenchela city, the President laid the foundation stone for the construction project of 600 public rental housing units and received a briefing on the sectors of housing, agriculture, water, and forests in the province. Regarding the rehabilitation project of the Green Dam, he emphasized the imperative of diversifying trees, especially in inhabited areas, calling for giving young people the opportunity to participate through productive projects.
Aid for Mountainous Regions, Launch od AADL3 Program
During his meeting with the population of Khenchela, President Tebboune seized this opportunity to announce the opening of registrations for the AADL3 program starting from July 5th. Regarding housing programs in the province, the President affirmed that “it has been decided, starting from today, to add a quota of 2000 rural housing units to the already planned 4000 rural housing units,” emphasizing that mountainous regions “will receive assistance worth 100 million centimes.”
Empowering Local Elected Officials
During this meeting, the President listened attentively to the concerns and proposals of the citizens of Khenchela, who unanimously praised the particular interest shown by the President of the Republic in reviving development in this province, expressing their support for the continuation of reforms as part of the process of building the new Algeria.
He announced the granting of advantages and incentives to individuals wishing to invest in Khenchela province, calling on operators to invest in projects “that benefit both themselves and the population of this province, while enjoying several advantages.” He also affirmed his determination to continue reforms by revising the administrative division and the municipal and provincial codes to grant more powers to local elected officials.
President Announces Second Complementary Development Program for Khenchela Province
Engaging with local dignitaries and representatives of civil society in the province, the President addressed their concerns and proposals, affirming the validity of their demands. He declared, “We will allocate a new complementary development program to address the significant development backlog in Khenchela, in addition to the first program the province has already benefited from.”
President Tebboune further outlined the potential for initiating a third development program for the province commencing in 2025. He made additional commitments, including the establishment of a branch of the Faculty of Medicine in Khenchela province, beginning in the next academic year, and a review of electricity tariffs in certain regions, mirroring initiatives undertaken in southern regions.
Moreover, the President discussed the prospect of elevating specific administrative districts to delegated provinces, starting with Kais and Chechar. He expressed deep affection for Khenchela province and the Aurès region, highlighting their rich legacy of bravery and sacrifice.

President Tebboune also emphasized his commitment to preserving the social character of the state and ensuring equitable distribution of the country’s wealth among citizens. He highlighted the distribution of 1.5 million housing units since 2020 as evidence of this commitment.

He noted that the majority of money circulating in Algeria is of domestic origin, highlighting the country’s economic independence. Additionally, he stressed the importance of a strong military, affirming the People’s National Army’s continued efforts to enhance its capabilities.

He underscored Algeria’s call for international action, urging freedom-loving individuals worldwide to seek condemnation of the Zionist entity through legal avenues such as the International Court of Justice (ICJ).
