Algiers, Algeria | July 5th, 2024 — The National Agency for the Improvement and Development of Housing (AADL) has announced the introduction of a free toll number, 3040, dedicated to inquiries regarding the registration process for the “AADL 3” housing program.
Comprehensive Support for AADL 3 Registration
Fouad Mokrani, the Director General of AADL, emphasized in a statement to public television on Friday that all necessary resources have been mobilized to ensure the smooth operation of the registration process for AADL 3. This initiative aims to provide prospective applicants with the support and information they need to successfully register for the program.
Registration Process
The registration process for AADL 3 begins today at 9:00 PM and can be completed through two methods:
- Mobile Application: Applicants can register using the “AADL3” mobile application, which is available for download from the Play Store (Android) and the App Store (Apple).
- Digital Platform: Alternatively, registration can be done via the digital platform, which was unveiled yesterday. Applicants can access this platform through the provided link: https://aadl3inscription2024.dz/
By offering these two convenient methods, AADL aims to facilitate easy access to the registration process for all citizens interested in the “AADL 3” program.
New Housing Acquisition Terms
Under the new executive decree, signed by Prime Minister Nadir Larbaoui on June 25, subscribers must pay an initial contribution of 38% of the housing price, distributed across five installments. These include 10% upon provisional acceptance, 7% at the completion of foundation work, 7% upon completion of major construction work, 7% at the end of secondary and tertiary road and network works, and 7% upon signing the rent-to-own contract and receiving the keys.
The final housing cost is calculated based on land acquisition price, construction and study costs, tertiary network works, and service fees. The rent-to-own formula is available to applicants with a net monthly income between 24,000 DZD and six times the national minimum guaranteed wage (120,000 DZD), who do not own or have not owned property, and have not received state financial assistance for housing.

The payment plan extends over 35 years, facilitated by a housing savings scheme with the National Housing Bank. This program aligns with President Tebboune’s commitment to ensuring decent housing for all citizens, a pledge he reiterated during his visit to Khenchela, coinciding with the symbolic date of July 5, a national day of great historical significance.
This initiative underscores the Algerian government’s ongoing efforts to modernize and digitalize public services, fostering greater accessibility and efficiency in meeting the housing needs of its citizens.
