Algiers, Algeria | January 21st, 2025 — Algeria reaffirmed its commitment to a sustainable energy future by signing the Joint Declaration of Political Intent on the Southern Hydrogen Corridor (SoutH2 Corridor) during the inaugural ministerial meeting of energy ministers held on January 21, 2025, in Rome, Italy. This high-level gathering brought together key stakeholders, including Algerian Minister of Energy and Mines, Mohamed Arkab; Italian Deputy Prime Minister and Minister of Foreign Affairs, Antonio Tajani; Italian Minister for the Environment and Energy Security, Gilberto Pichetto Fratin; and senior representatives from Germany, Austria, the European Union, and Switzerland, alongside Tunisian and Algerian ambassadors to Italy.
The declaration represents a pivotal milestone in energy cooperation, aiming to connect Algeria’s renewable energy production with European markets via Tunisia. This project, designed to foster the development of green hydrogen infrastructure, seeks to address global climate goals while bolstering energy security and economic integration between Africa and Europe.
Minister Arkab highlighted Algeria’s commitment to leveraging its abundant solar and wind resources and advanced energy infrastructure to establish itself as a regional hub for green hydrogen production. “This project aligns with Algeria’s vision to diversify energy sources, reduce carbon emissions, and position the country as a strategic partner in Europe’s energy transition,” he stated.
The declaration emphasizes the creation of a joint working group comprising five stakeholders to enhance cooperation on project implementation. It underscores Algeria and Tunisia’s immense potential in renewable energy and green hydrogen production, coupled with the importance of strengthening energy security and supporting sustainable growth across the Mediterranean region.
Key aspects of the agreement include developing green hydrogen production plants, advancing associated infrastructure, and accelerating the energy transition to meet global climate targets. The signatories have committed to attracting investments to Algeria and Tunisia to foster innovation, create local jobs, and stimulate economic growth while ensuring a sustainable energy supply.
Tackling Strategic Challenges
The declaration also recognizes the need for advanced skill development, capacity building, and robust financing mechanisms to mitigate risks and facilitate project success. A structured framework for policy coordination and knowledge sharing will be maintained, with biannual reviews by the joint working group to ensure progress and accountability.
Minister Arkab emphasized the project’s strategic value in promoting energy integration between Algeria and Europe. He called for robust international cooperation to facilitate technology transfer, foster public-private partnerships, and create a legal and regulatory framework conducive to accelerating the green energy transition.
This ministerial event also featured a business forum attended by the CEOs of Algeria’s Sonatrach and Sonelgaz, Rachid Hachichi and Mourad Adjal, along with leading energy companies from Europe, including Italy’s Snam, Austria’s Verbund Green Hydrogen, and Germany’s VNG. The forum outlined a roadmap for the phased implementation of the SoutH2 Corridor, focusing on technical collaboration and investment strategies.
Algeria’s proactive engagement in this landmark initiative underlines its ambition to lead sustainable energy transformation efforts across Africa and Europe, reinforcing its position as a cornerstone of global energy security and climate resilience.
