Algiers, Algeria | June 1st, 2024 — During a recent working and inspection visit to Khenchela province, President Abdelmadjid Tebboune inaugurated and reviewed several key projects designed to spur regional development. Accompanied by General Said Chanegriha, Chief of Staff of the People’s National Army, President Tebboune received a warm and enthusiastic welcome, expressing his pride in visiting a province that has historically been overlooked in terms of development initiatives.
A Comprehensive Development Initiative
President Tebboune announced a second supplementary development program for Khenchela, expanding on an initial program already underway. He also suggested the possibility of launching a third program in 2025 to further accelerate development efforts and address the province’s significant lag.
Railway Line Inauguration
The visit began with the inauguration and operational launch of the Khenchela-Aïn Beïda railway line. Local civil society representatives celebrated this project as a “dream come true” and a critical asset for the economic development of Khenchela. President Tebboune praised the project’s completion six months ahead of schedule, underscoring its importance in connecting Khenchela to the national railway network.
National Route 88 Expansion
President Tebboune also inaugurated the dualization of National Route 88, enhancing the 14-kilometer stretch between Khenchela and Batna. This project is expected to significantly boost economic activity in the region by improving connectivity and accessibility.
Housing Program Expansion
Addressing the housing needs, President Tebboune announced the addition of 2,000 rural housing units to the 4,000 units already planned. He laid the foundation stone for a project to construct 600 public rental housing units in Khenchela and reviewed plans for housing, agriculture, water resources, and forestry sectors in the province.
Investment Incentives
To stimulate economic growth, President Tebboune met with local civil society representatives, officials, and dignitaries, announcing incentives for prospective investors in Khenchela. He encouraged investment in projects that benefit both the investors and the local population, ensuring mutual advantages. The president tasked the Minister of Industry with conducting a study to establish a large industrial zone near the railway line, aiming to attract investors by offering more substantial land allocations than those available in larger provinces.
Road and Infrastructure Development
President Tebboune also pledged a comprehensive program for the rehabilitation and expansion of roads, which will be gradually implemented to enhance Khenchela’s connectivity. Additionally, the province will soon benefit from an urban improvement program in some of its municipalities.
Future Development Programs
The president highlighted the remarkable pace of development in Khenchela, attributing it to fulfilled electoral promises and the dedicated efforts of officials. He reassured that the era of long-delayed projects is over, noting the positive impact these development programs have had on Khenchela’s residents.
Requests from Civil Society
Civil society representatives in Khenchela presented several requests to President Tebboune, including the opening of a medical faculty at Chahid Abbas-Laghrour University, support for the tourism sector, the promotion of certain districts to delegated provinces, and financial aid for local factories. The president acknowledged these requests, committing to a new supplementary development program to further bridge the development gap. He confirmed the opening of a medical faculty annex in Khenchela for the next academic year and pledged to review electricity pricing in certain regions, similar to adjustments made in the Grand South regions.
Administrative Upgrades
Furthermore, President Tebboune discussed the potential promotion of certain districts, specifically Kais and Chechar, to delegated provinces, emphasizing ongoing efforts to enhance administrative and economic infrastructure in Khenchela.
President Tebboune’s visit marks a significant step towards addressing Khenchela’s historical underdevelopment, promising a future of growth and prosperity for the province.
