Laagab Presents Communication Sector Budget Before the People’s National Assembly’s Finance and Budget Commission

Algiers, Algeria | October 28th, 2024 — Minister of Communication Mohamed Laagab presented, on Sunday in Algiers, a detailed report to the members of the People’s National Assembly’s Finance and Budget Commission regarding the sectoral budget included in the 2025 Finance Bill (PLF 2025). He highlighted that a budget of 3.8 billion Algerian Dinars (DA) has been allocated for his sector, which encompasses two primary programs: one focused on information and institutional communication, with a budget of 2.42 billion DA, and the other on general administration, allocated 1.38 billion DA. This funding is intended to support the evolving landscape of communication.

Projects and Reforms

During his presentation, Laagab reflected on the sector’s achievements in 2023 and 2024 and announced several upcoming projects and reforms outlined in the PLF 2025. A key initiative includes the implementation of President Abdelmadjid Tebboune’s decision to establish a fund aimed at assisting print, audiovisual, and electronic media, alongside initiatives for journalist training and professional development. The objective of this fund is to enhance media performance and help outlets adapt to new technologies while providing them with the resources needed to compete on an international scale.

The Minister detailed the funding sources for this fund, which will support the emergence of specialized media, encourage private investment in the audiovisual sector, finance training activities, and ensure the sustainability of financially struggling media outlets.

Support for Training

The initiatives outlined for the Communication Sector under the PLF 2025 also include the provision of high-quality media content, support for training programs, strengthening national media coverage strategies, and establishing new offices for the APS news agency. Additionally, plans are in place for the digitization of media activities to enhance production quality and to acquire equipment necessary for digitizing audiovisual archives.

Laagab emphasized the importance of establishing platforms for the digitalization of media processes, aimed at streamlining administrative procedures related to licensing and accreditation. He reported that nearly 12,024 million DA has been earmarked for issuing professional journalist cards and accreditation cards for foreign media correspondents.

The Minister’s presentation underscores a comprehensive vision for the future of Algeria’s communication sector, focusing on modernization, support for media professionals, and the enhancement of content quality. These efforts aim to align Algeria’s media landscape with contemporary global standards and technological advancements, ensuring a robust and resilient media sector for the years to come.
