L’Algerie Aujourdhui: Chinese Ambassador Reveals Investment Agreements with Algeria

ALGIERS- Chinese enterprises have discovered a favorable environment in Algeria to establish partnerships with their Algerian counterparts across various economic sectors.

During an event at Dounia Park in Algiers, Ambassador Li Jian of China to Algeria revealed to L’Algerie Aujourdhui news website that private Chinese investors have agreed to collaborate with Algerian partners to establish assembly lines for motorcycle production. Additionally, they intend to initiate a project for manufacturing mobile phone batteries in Algeria. These agreements, endorsed by the Wali of Sétif, were reached during a forum held in the province last Tuesday, which brought together Chinese and Algerian operators.

Mr. Li Jian further mentioned that around twenty Chinese companies, both public and private, engaged in a series of business-to-business exchanges during the Sétif forum. He noted that this marks a promising start for the year, expressing confidence that more investments of this nature will follow.

“This is already a good beginning for this year, and I am sure there will be more investments of this kind to come,” remarked Mr. Li Jian.

“2024 is the year of realizing the agreements concluded.”

Regarding the business climate in Algeria, the Chinese Ambassador to Algeria affirmed, “For three consecutive years of efforts, we have already noticed significant progress with the intervention of all levels to ensure that investors can benefit from favorable conditions.” He emphasized the need for “working together with impeccable synergy so that investors can truly benefit from this environment.” According to him, numerous Chinese companies, both public and private, have demonstrated their interest in exploring the potential of the Algerian market with the aim of investing through partnerships with Algerian enterprises. “This year 2024 is the year of realizing the agreements concluded during the state visit of Algerian President Abdelmadjid Tebboune to China in July of last year,” highlighted the Chinese diplomat.

“We have discovered a strong momentum in Algeria, and I also see a good environment,” he added, while expressing hope for more efforts to strengthen the Algerian-Chinese partnership. “I believe that more efforts are needed to provide assurances and guarantees so that Chinese investors coming to Algeria can stay and create not only wealth and employment but also diversify your economy, assist you in infrastructure development, and contribute to your industrialization process.”

“The Construction Sector and Solar Power on the Horizon”

Speaking at the same event, Mr. Zhou Ding, the Chief of the Cabinet of the Chinese company CSCEC Algeria, informed L’ Algeria Aujourd’hui that several social housing construction projects have been undertaken by his company this year. This workload plan follows the extensive housing construction program initiated by the government for the current year, which includes the creation of 130,000 public rental housing units, 20,000 public promotional housing units, 230,000 rural housing units, and 80,000 social housing subdivisions. Additionally, the CSCEC Algeria representative revealed that his company intends to venture into solar power construction projects through the tenders issued by Sonelgaz as part of the government’s solar energy production program. The company’s chief of staff, recalling that the firm has been operating in Algeria since 1982 and has undertaken major projects in Algeria, such as the grand mosque and highway infrastructure, affirmed that the Chinese firm has extensive experience in the construction sector, particularly in building photovoltaic power plants. He emphasized the company’s keen interest in securing contracts in Algeria in this field, as well as in many strategic projects that Algeria plans to launch in the future.
