Algiers, Algeria | July 5th, 2024 — The National Agency for the Improvement and Development of Housing (AADL) will launch its digital platform, AADL 3, on Friday at 9 PM. Citizens can begin subscribing to the rent-to-own housing program through this platform, marking a significant step towards modernizing Algeria’s housing system.
Subscription Process and Access
The AADL 3 registration portal will be open from 9 PM to 3 AM, allowing eager Algerians to register for the much-anticipated project initiated by President Abdelmadjid Tebboune. Prospective applicants can access the platform via the AADL website or through the AADL mobile application, available on both Android and Apple devices.
During a press conference on Thursday evening, Fouad Mokrani, Director General of the National Agency for the Improvement and Development of Housing, clarified the registration process. Citizens need to enter their personal information, including their place of residence, National Identification Number (NIN), Social Security Number (NSS), and phone number. Accurate and complete information is crucial as any errors or duplicate entries will result in registration rejection.
The digital platform was initially scheduled to open at 5 PM but was postponed to 9 PM to avoid clashing with the kickoff of the Algerian Cup football final between Mouloudia Club of Algiers (MCA) and Chabab Riadhi of Belouizdad (CRB). The updated terms and conditions for acquiring public housing through the rent-to-own formula are outlined in Executive Decree No. 24-203, published in Official Journal No. 43.
New Housing Acquisition Terms
Under the new executive decree, signed by Prime Minister Nadir Larbaoui on June 25, subscribers must pay an initial contribution of 38% of the housing price, distributed across five installments. These include 10% upon provisional acceptance, 7% at the completion of foundation work, 7% upon completion of major construction work, 7% at the end of secondary and tertiary road and network works, and 7% upon signing the rent-to-own contract and receiving the keys.
The final housing cost is calculated based on land acquisition price, construction and study costs, tertiary network works, and service fees. The rent-to-own formula is available to applicants with a net monthly income between 24,000 DZD and six times the national minimum guaranteed wage (120,000 DZD), who do not own or have not owned property, and have not received state financial assistance for housing.
A Commitment to Decent Housing
The payment plan extends over 35 years, facilitated by a housing savings scheme with the National Housing Bank. This program aligns with President Tebboune’s commitment to ensuring decent housing for all citizens, a pledge he reiterated during his visit to Khenchela, coinciding with the symbolic date of July 5, a national day of great historical significance.
This initiative underscores the Algerian government’s ongoing efforts to modernize and digitalize public services, fostering greater accessibility and efficiency in meeting the housing needs of its citizens.
