Algiers, Algeria | June 19th, 2024 —The much-anticipated AADL 3 program will officially launch on July 5 at 5 PM, offering a new opportunity for Algerian citizens to register for housing through a dedicated online platform. This initiative is spearheaded by the National Agency for the Improvement and Development of Housing (AADL) and aims to enhance the urban landscape and living conditions across the country.
Comprehensive Preparations for a Seamless Launch
To ensure the success of AADL 3, AADL has meticulously prepared for this operation by putting in place all necessary measures. The agency’s commitment was highlighted by the Minister of Housing, Urban Planning, and the City, Mohamed-Tarek Belaribi, during the inauguration of AADL’s new headquarters in Saïd-Hamdine, Algiers. Minister Belaribi emphasized that AADL 3 will feature innovative urban and architectural designs aimed at beautifying urban spaces and humanizing urban centers. This initiative will involve the active participation of various stakeholders to improve the quality of life for citizens.
Belaribi also noted the substantial efforts made to ensure the availability of land in all concerned wilayas (provinces) in preparation for the program’s launch.
Enhanced Payment Structure and Extended Payment Duration
In anticipation of the AADL 3 rollout, legal adjustments have been made to streamline the acquisition process. The executive decree 01-105, which outlines the conditions for acquiring housing financed by public funds under the rent-to-own scheme, has been revised. This revision is intended to facilitate a smooth implementation of the new formula. The updated decree, which will be published in the Official Journal in the coming days, includes several key points such as the mandatory eligibility criteria for applicants and their spouses.
One significant change in AADL 3 is the increase in the number of payment installments required before the delivery of housing units, now set at five installments instead of four. Additionally, the total repayment period for the housing price will be extended to between 25 and 30 years, depending on individual cases and considering the incomes of the applicant and their spouse.
Digitization of the Registration Process
As part of the comprehensive preparations for this eagerly awaited initiative, AADL has introduced a digital platform that serves as a portal for registration and management of the subscription process until the handover of keys to the beneficiaries. This fully digital subscription process will utilize national identification numbers and social security numbers, demonstrating the agency’s advanced technical and digital capabilities. The platform is accessible via both computers and mobile devices, ensuring ease of use for all applicants.
Minister Belaribi praised the digital readiness of the platform and urged the teams within the housing sector and AADL to rise to the challenge and ensure the success of this significant milestone. The goal is to streamline the housing application process and make it more efficient for all Algerian citizens.
With the launch of AADL 3, Algeria is poised to embark on a new chapter of urban development, providing modern and well-planned housing solutions to its citizens while enhancing the overall urban environment.
