Launch of Interconnection Operation Between ALCES and APCS in Foreign Trade

Algiers, Algeria | September 22nd, 2024 — A significant protocol of agreement was signed on Saturday between the General Directorate of Customs (DGD) and the Port Services Group “Serport,” marking the beginning of an interconnection operation between the new Customs Information System (ALCES) and the digital platform of the port community (APCS).

The agreement was formalized by Major General Abdelhafid Bakhouche, Director General of Customs, and Karim Eddine Harkati, Director General of “Serport,” during an informational day focused on the interoperability of ALCES and APCS. The event saw the participation of key ministers, including Mohamed El-Habib Zahana (Transport), Laaziz Faid (Finance), and Youcef Cherfa (Agriculture and Rural Development).

In his address, Minister Faid emphasized that this interconnection is a “top priority,” underscoring its potential to digitize all customs clearance procedures in line with the ongoing digital transition within the Algerian Customs. He highlighted that collaboration among Customs and its partners relies on the exchange of knowledge and expertise, asserting that strengthening these collaborations is essential for enhancing public service and streamlining administrative processes.

Minister Zahana also recognized the importance of linking the Customs Information System with the Serport platform, stating that this initiative will facilitate expedited formalities for the commerce and agriculture sectors, as well as Customs, by accelerating document processing times. He elaborated on his department’s efforts to develop a comprehensive vision for digitizing the transport sector, which includes maritime, aerial, terrestrial, and railway transport, through the establishment of a robust, integrated digital infrastructure and training for personnel.

Major General Bakhouche reiterated that the interconnection of ALCES and APCS aligns with the directives of the country’s leadership, aimed at streamlining goods processing at ports, reducing transit times, and alleviating congestion.

Harkati pointed out that the APCS, developed by Algerian experts, aims to enhance cargo transit efficiency and minimize vessel idle times, thereby reducing penalties for delays—benefiting both the national economy and the public treasury. He assured that the networking with the new customs system would be completed “in the shortest possible time,” enabling operators to monitor port logistics operations in real time and with full transparency.

The ALCES system, launched in November 2023, integrates several functions, including tracking loading operations, risk management, electronic customs declarations, electronic clearance, revenue management, and monitoring and control. Its primary goal is to simplify customs procedures while enhancing transparency in foreign trade operations, improving mechanisms to combat fraud and tax evasion, and securing data related to international trade exchanges.

Meanwhile, the APCS digital platform aims to digitize the port sector for maritime freight, facilitating and expediting administrative and logistical procedures for all stakeholders involved.
