Launch of National Agency for Self-Employed: Empowering Entrepreneurs in Algeria

ALGIERS- The long-awaited National Agency for the Self-Employed (Anae) was officially launched, marking a significant step in integrating young entrepreneurs into the country’s economic recovery. The agency, along with its dedicated digital platform for obtaining the self-employed card, was inaugurated with the issuance of the first three self-employed cards.

Yacine El-Mahdi Oualid, the Minister of Knowledge Economy, Startups, and Micro-enterprises, presided over the launch ceremony and emphasized the fully digital process of obtaining the self-employed card. This streamlined approach allows individuals to work legally, benefit from fiscal advantages, and enjoy social coverage. The self-employed status offers the flexibility of working from home or co-working spaces.

Minister Oualid highlighted various advantages of the new mechanism, including social coverage (Chifa card and retirement contributions) at the lowest possible rate, corresponding to the national minimum guaranteed wage (SNMG). Self-employed individuals can also accumulate contributions with the National Social Security Fund for Non-Salaried Workers (Casnos) or the National Social Security Fund for Salaried Workers (Cnas).

Eligibility for All Financing Options

The registration process on the Anae platform simplifies and digitizes various tasks that traditionally consume time, such as registering with the commercial registry. The platform automatically assigns a tax identification number (NIF) during the Anae registration process. Even the authentication of applicants’ identities during the registration stages is streamlined, thanks to collaboration between multiple ministerial departments.

Minister Oualid emphasized that self-employed individuals are eligible for all financing options, including Islamic finance. Importantly, no specific degree or training is required for applicants seeking self-employed status.

For the fiscal regime, self-employed individuals benefit from a preferential system, subject to a flat-rate tax regime (Ifu) with a low tax rate of only 0.5% of the turnover. This rate is applicable if the turnover does not exceed 5 million dinars for three consecutive years, as outlined in the 2024 finance law.

Modalities of registration with the National Self-Employed Registry were explained by Nassima Arhab, the Secretary-General of the Ministry of Knowledge Economy, during a national radio broadcast. Eligibility criteria cover individuals of legal working age, residing in Algeria, regardless of Algerian or foreign nationality, engaged in activities eligible for self-employed status.

Applications submitted through the digital platform are processed within a maximum period of three months. Once approved, the applicant receives a self-employed card by mail. Acquiring self-employed status mandates automatic registration with Casnos and tax authorities.

The Anae platform has cataloged over 1300 activity codes across seven domains, including consulting, expertise, and training; digital services and related activities; home services; leisure and recreation services; business services; and cultural, communication, and audiovisual services.

The success of the print edition of Dzair Tube’s sports newspaper, “Dzair Sport,” further highlights the platform’s impact, with over 50,000 daily downloads from the official Dzair Tube website.

Recently honored with the Media Leadership Award from the Minister of Communication, Mohamed Laâgab, Dzair Tube continues to shape the landscape of Algerian digital news, maintaining a position of influence and impact in the media industry.
