Algiers, Algeria | November 03rd, 2024 — In a landmark development for Algeria’s housing sector, Minister of Housing, Urbanism, and the City, Mohamed Tarek Belaribi, unveiled the official launch of the AADL 3 housing program during an event held at the Taïeb Cherif Mohamed Regional Theater in Khemis Miliana, Aïn Defla. Marking the 70th anniversary of the Outbreak of the National Liberation War, the minister announced that a substantial 7,000 hectares of land are now secured for the program’s initial phase, underscoring the state’s commitment to tackle Algeria’s housing demand with vigor and foresight.
During the ceremony, Belaribi initiated the distribution of 102,163 housing units across various provinces and housing formats, marking the first distribution in the ambitious AADL 3 program. This undertaking, grounded in the successful legacy of the AADL 1 and AADL 2 projects, aims to deliver housing solutions through the rental-purchase model, a scheme designed to provide Algerians with affordable, secure pathways to homeownership.
A highlight of the new program is its vast reach: 1,440,340 citizens have registered on the digital AADL 3 platform, a testament to the strong public interest. Rigorous checks were conducted against the national housing registry, resulting in provisional acceptance for 1,024,342 applicants—an accomplishment made possible by the advanced digitization efforts of the Ministry of Housing, ensuring transparency and efficiency in the selection process. According to Belaribi, these initiatives aim to make housing applications and follow-up processes more accessible and streamlined for citizens, setting a new standard for public service.
Reflecting on recent achievements, Belaribi highlighted that over 1.7 million housing units have been distributed since 2020 in a variety of housing formats, marking an unparalleled milestone in Algeria’s housing history. This distribution includes:
- 522,959 units in the AADL rental-purchase model,
- 493,923 public rental units,
- 407,411 rural housing units,
- 172,959 units in self-build social subdivision projects,
- 82,654 supported promotional housing units,
- 11,137 free-market promotional units, and
- 9,436 public promotional housing units.
The minister also detailed the extensive infrastructure and educational facilities developed alongside the housing programs, with over 931 public facilities completed and 1,546 educational institutions delivered, including 861 primary schools, 416 middle schools, and 269 high schools. In alignment with Algeria’s strategic goals, an additional 2,666 educational support facilities have been established.
Looking ahead, the Ministry is preparing for an ambitious housing development plan from 2024 to 2029, spearheaded by President Abdelmadjid Tebboune’s vision to construct two million housing units nationwide. To support this scale of development, the ministry has earmarked substantial financial resources, with an allocation of 261.1 billion DZD in budgetary commitments and 349.3 billion DZD in authorized payments proposed under the 2025 Finance Bill.
In his speech, Belaribi also announced that the province of Aïn Defla will benefit from 1,587 housing units distributed across formats including:
- 712 rural housing grants,
- 620 AADL rental-purchase units,
- 215 public rental units, and
- 40 supported promotional units.
Following the distribution event, Belaribi proceeded to Jendel to lay the foundation stone for a new 5,400-seat sports stadium, reinforcing the government’s commitment to expanding urban infrastructure alongside housing projects.
This multi-faceted housing distribution not only meets immediate needs but also paves the way for long-term urban development in line with Algeria’s sustainability goals. With AADL 3 at its core, the government is reaffirming its dedication to economic and social reforms, ensuring equitable housing access for all citizens and building resilient communities across the nation.
