Algiers- Algeria, May 15, 2024 – Minister of Finance, Laaziz Faid, presided over a periodic coordination meeting, gathering Directors General and officials from central structures of the ministry to assess the progress of various strategic initiatives, according to a statement from the ministry on Wednesday.
The meeting, held at the ministry’s headquarters on Tuesday, delved into the advancement of three strategic initiatives: the digitization progress at major agencies, preparations for the 2025 budget, and the restructuring of human resources training facilities, the statement noted. During his address, Mr. Faid stressed the significance of internal inspections conducted by the central administration, highlighting “the urgent need to evaluate the effectiveness of internal inspection missions conducted by the services and make the necessary corrections and adjustments accordingly.”
The Director General of Digitization outlined the progress in digitizing ministry services, with a particular focus on tax, land, and budget services. This includes the strategic master plan for information systems, network upgrades, and the deployment of shared solutions. He emphasized the importance of promoting interoperability of information systems within each structure to facilitate digitization across all sectors, especially taxes, land, and customs. This comprehensive approach aims to enhance overall operational efficiency, according to the statement. It was also noted that this strategic plan represented a future vision for the development of information systems within the Ministry of Finance, aiming to unify efforts related to sector digitization and enhance integration between different structures and departments.
Preparation for Electronic Land Registry Book
Regarding the electronic land registry book project, the Director General of the National Domain reported that his department was simplifying administrative procedures by designing this electronic land registry book to replace the current one. This system aims to issue the document to citizens through land registries in less than 8 days, ensuring security, traceability, and transparency in real estate transactions. He also addressed the new information system encompassing cadastre management, land registry, and land management, stating that it is currently under development and will be tested in 45 days.
As for the preparation for the 2025 budget, the Director General of the Budget discussed progress on internally developed applications and portals in either the development or deployment phase. He highlighted the IEDAD budget preparation platform, designed to support the implementation of principles of the state budget system reform. A training schedule for deploying this digital platform was also emphasized. Additionally, progress of other applications such as the budget credit allocation applications (WAD3) and state budget execution monitoring applications (TANFID) was presented.
The meeting also provided clarification on the progress of the new organization of the Tax School. The Director of Human Resources mentioned that the legal text is currently at the public service level and highlighted deficits in teaching staff at the Tax School, which need appropriate solutions. Before concluding, Minister Faid expressed his “satisfaction with the commitment and enthusiasm of senior financial sector executives towards these transformative initiatives,” emphasizing that “these collective efforts will contribute to strengthening the performance of the finance sector.”
