Algeria’s Communication Minister Outlines a Strategic Vision to Strengthen National Media, Combat Fifth-Generation Warfare, and Embrace Digital Transformation

Algiers, Algeria | April 28th, 2025 —  In a firm and forward-looking address delivered Monday in Algiers, Minister of Communication Mohamed Meziane commended the strong commitment of Algerian journalists to the establishment of a unified national media front. Speaking during the fourth and final Regional Meeting that gathered journalists, media professionals, and key communication stakeholders, Meziane emphasized the vital need for solidarity and professionalism in the face of mounting challenges.

Highlighting the gravity of the current media landscape, Meziane lauded “the strong and enthusiastic adherence” of journalists to the idea of forging “a unified media front capable of enhancing the production of national content and confronting the escalating threats facing our country.” He underscored that Algeria is increasingly targeted by repeated and direct attacks, as well as more insidious operations conducted via digital platforms in what has come to be known as “fifth-generation warfare.”

The minister sternly warned against these orchestrated attempts to destabilize Algeria, including “the fabrication of deceptive scenarios and machinations aimed at obstructing the country’s path of development and progress.” In response, he asserted that the unified media front must prioritize the creation of “professional, high-quality content” capable of countering such hostile actions effectively.

Reflecting on the importance of the series of Regional Meetings organized successively in Oran, Constantine, Ouargla, and now Algiers, Meziane explained that these gatherings were instrumental in crafting “a clear and actionable roadmap” to elevate national media. The objective, he noted, is to modernize Algerian media platforms, enable them to adapt to global advancements, and allow them to engage proactively with the dynamic transformation Algeria is undergoing across all sectors. Crucially, the roadmap also seeks to fortify the nation’s resilience against multifaceted media offensives originating from various sources.

Addressing the digital revolution reshaping communication worldwide, Meziane stressed the urgent necessity of “adapting to digital transformation with awareness and seriousness.” He called for the production of “intensive, high-quality content” that ensures a strong and sustained presence across digital spaces and social media networks, to fend off “the destructive risks and malicious agendas propagated through these platforms.”

The minister also drew attention to the ongoing revolution in artificial intelligence, noting that mastery of emerging technologies is no longer optional but “an imperative necessity.” He urged media institutions to embrace AI “resolutely and thoughtfully,” to keep pace with global developments and to leverage new tools in strengthening Algeria’s media sovereignty.

Turning to the critical role of local journalism, Meziane described the development of proximity media as “a strategic imperative.” He pointed out that local media outlets, which address the immediate concerns of citizens, play a pivotal role in reinforcing national cohesion. In this context, he recalled that President Abdelmadjid Tebboune has repeatedly stressed the importance of fostering a “proximity press” that ensures the needs and voices of local communities are heard and reflected accurately, thus bolstering the nation’s unity through responsible and impactful messaging.

Concluding his address, Meziane expressed hope that the workshops held as part of the Regional Meeting would “lay solid foundations for boosting the pace of national media content production.” He emphasized that this must be achieved “while upholding the highest standards of quality across all available media platforms,” in order to effectively resist systematic campaigns that exploit the noble principle of freedom of expression as a facade for undermining Algeria’s stability.
