Minister of Communication Laagab: ‘We will continue to implement the President’s directives’

ALGIERS – Following the approval of two bills related to print, electronic press, and audiovisual activities by the Council of the Nation, Minister of Communication Mohamed Laagab expressed his gratitude to the senators for their positive interaction. The bills were hailed as the best laws for organizing the journalism profession in independent Algeria, according to Laagab.

Speaking after the session, Laagab praised the clarity of the articles in the new laws, stating that they set clear deadlines for authorizations and ensure well-organized and regulated institutions in the communication sector. He congratulated the press community for this significant achievement and announced that the implementing regulations are ready to be submitted to the government’s general secretariat after the laws are published in the Official Gazette.

Looking ahead, Laagab emphasized the ministry’s commitment to implementing the President’s directives for the communication sector. This includes the establishment of regulatory authorities stipulated by the new laws and the restructuring of various sector companies, particularly printing houses. Laagab acknowledged the valuable input from parliamentarians and highlighted upcoming initiatives, such as addressing issues related to radio broadcasting and local radios.

In conclusion, Laagab affirmed his readiness to further serve the sector, aligning it with international standards. He reassured that the ministry remains open to suggestions and complaints of any nature.

Response from Council of the Nation:

Mahfoud Bousbaâ, the President of the Culture, Information, Youth, and Tourism Commission of the Council of the Nation, praised the approval of the two laws, emphasizing their role in promoting quality media services and consolidating professionalism in the field. He stated that these laws contribute to the realization of the objectives set by the President Abdelmadjid Tebboune within the framework of his 54 commitments, aiming to strengthen political and socio-economic development, democracy, and freedom of expression in the new Algeria.

Bousbaâ thanked Minister Laagab for providing explanations during the commission sessions and plenary meetings. He mentioned that the senators join their president in suggesting the development of a national media charter and encouraged the Minister of Communication to consider this proposal.

Council of the Nation President’s Perspective:

Salah Goudjil, the Speaker of the Council of the Nation, stressed the importance of accompanying legislative projects with their implementing regulations, citing the Ministry of Communication’s proactive approach in preparing these regulations beforehand. He commended the minister’s foresight, stating that this matter had been previously discussed when Laagab was a member of the Council.

Goudjil highlighted the global context of crises and wars, underscoring the strategic and historical importance of the media sector. He emphasized the need for responsible journalism, with disagreements permitted as long as the supreme interest of the country is prioritized.

Referring to the Constitution of 2020, Goudjil noted that it embodies true democratic values and the essence of the state. He asserted that each law promulgated reflects one of the president’s 54 commitments, emphasizing the alignment of legislative initiatives with democratic principles and citizens’ rights.

Goudjil clarified the constitutional and legal prerogatives exercised by the Council of the Nation in freezing certain provisions of the law. He celebrated the democratic practice within the Council and highlighted the collaborative efforts with the People’s National Assembly to address opposition points through joint committees.

The Speaker expressed optimism about the profound changes that the new press laws could bring to the media sector, fostering democratic practices and citizen rights. He concluded by affirming the continued commitment to democratic values and the implementation of the President’s vision for the New Algeria.
