Algiers- In an official communiqué, the Ministry of Labor, Employment, and Social Security underscores the importance of compliance with syndicate regulations for labor and employer organizations in our nation. This directive aligns with the provisions of Law No. 23-02, dated April 25, 2023, which governs the exercise of syndicate rights. The Ministry, in its notice, emphasizes the significance of adhering to these regulations, underlining that the deadline for compliance does not extend beyond November 2, 2023.

The crux of the matter revolves around the obligation for syndicate organizations, including grassroots unions, federations, and confederations, to submit their draft statutes as stipulated in Article 159 of Law No. 23-02. This requirement ensures that syndicate organizations adhere to transparent and lawful procedures.

The Ministry acknowledges that some organizations have yet to submit their statutes, including those that have not yet conducted their national congresses. It, therefore, encourages these organizations to follow the prescribed legal procedure promptly.

Furthermore, the transmission of draft statutes is an essential step in meeting the requirements set forth in Law No. 23-02. Once these statutes have been submitted and found to be in compliance with the law by the competent authorities within the Ministry, syndicate organizations can proceed with convening their congresses according to their internal schedules.

The Ministry of Labor, Employment, and Social Security commits to providing guidance and assistance to syndicate organizations throughout this process. They are ready to address any questions or concerns that these organizations may have. It’s crucial to emphasize that upholding these legal obligations is of paramount importance as it ensures transparency, legitimacy, and credibility within the syndicate movement in our nation.

In summary, the Ministry’s message to labor and employer organizations is clear: Compliance with syndicate regulations is essential to maintaining the integrity and credibility of the syndicate movement in our country. The Ministry stands ready to support organizations in meeting these obligations, reinforcing the principles of transparency and legitimacy in the labor and employer sectors.
