Morocco: Social Development Union Insists on Friday Protest Despite Dialogue

ALGIERS- The National Union of the Social Development Agency in Morocco has affirmed its determination to organize the scheduled protest on Friday, January 19, in front of the ministry headquarters. This decision comes despite the dialogue held with the Minister of Solidarity, Social Integration, and the Family, Awatif Hayar. The union considers the dialogue to lack substantial progress that warrants canceling the protest.

The Minister had summoned representatives of the union, affiliated with the Moroccan Labor Union, on January 10, to discuss various crucial points, including the strategic positioning of the Social Development Agency, its future, the results of the strategic audit study, and the delayed convening of the agency’s administrative council.

In a statement released on Thursday, the union expressed that while the dialogue provided clarity on the management of the institution and its relationship with the ministry, it failed to offer explicit and clear answers regarding the fate of the agency and its employees.

Previously, the union accused Minister Hayar of attempting to “resolve and liquidate the agency as a social institution,” despite the government’s claim to be a “social government.”

In a statement, the union held Minister Hayar, who also serves as the director of the agency, fully responsible for the uncertainty surrounding the institution’s future. It criticized the lack of a forward-looking vision guiding the agency’s system.

The union argued that the Minister’s continued delay in convening the administrative council since her appointment is a deliberate move aimed at weakening and eventually liquidating the Social Development Agency.

The union rejected the Minister’s failure to involve the union, the sole representative of the institution’s employees, in overseeing the strategic audit study. It also expressed complete rejection of the prepared and detailed reports that affect the Social Development Agency as a social institution.

The union lamented the increasing social unrest due to the declining financial, operational, and functional performance of the Social Development Agency, exacerbated by the lack of allocated financial resources and inadequate means of operation. The union accused the supervising ministry of persistently hindering the convening of the administrative council.

It criticized the Minister of Solidarity, Social Integration, and the Family for not adhering to her previous commitments regarding instituting social dialogue and implementing the outcomes of previous discussions.
