Morocco Violates International Water Resource Laws by Blocking Water Flow to Algeria's Wadi Guir

Algiers, Algeria | May 22, 2024 — In a blatant attempt to block the natural water flow into Algeria, the Moroccan regime has implemented short and medium-term plans to build dams and dry up water sources, significantly disrupting the ecological systems of the border areas between Algeria and Morocco. These actions are considered violations of international laws governing water resources.

According to a report by El Khabar, the plan consists of two main parts. The first part involves cutting off water from the hydrographic basin originating in Morocco, which supplies water to rivers in Algeria, such as Oued Guir. This river reaches the border and provides water to the Saoura region. The Moroccan regime’s strategy includes constructing a dam capable of holding one billion cubic meters of water. Moroccan officials, including King Mohammed VI, have asserted that “not a single drop of water will leave our country,” a threat that has been executed at the expense of the region’s ecological systems.

The construction of the Moroccan dam has notably prevented water from reaching Algeria’s Jorf Torba dam, built in 1969 to irrigate the Abadla plain. Previously, this dam received up to a quarter of a million cubic meters of water and experienced two annual floods. Now, it only receives water in rare instances.

In response to these Moroccan violations, Algeria has resorted to using groundwater to supply water to the Saoura region. However, this water is primarily designated for drinking and small-scale agriculture, leaving the local wildlife and plant life, including endangered species, at risk due to the lack of natural water flow.

The second part of Morocco’s plan targets the regions of Tlemcen and Naama and involves the cultivation of water-intensive avocado crops. For this project, Morocco has partnered with Zionist companies.

Morocco’s actions not only violate international treaties but also pose a serious threat to the delicate ecological balance of the border regions. The Algerian government continues to seek solutions to mitigate these impacts, but the long-term consequences on the environment remain a pressing concern.
