Algiers, Algeria | July 30th, 2024 — In an address delivered at the National Conference titled “Media Practice During Presidential Elections: Ethical Commitments and Legal Standards,” President Soulaimane Abdouche of the National Organization of Algerian Journalists (NOAJ) underscored the pivotal role of media in ensuring a transparent and ethical electoral process. The conference, attended by key figures from the media sector and government, including Minister of Communication Dr. Mohamed Laagab, marked a crucial step in preparing for the upcoming presidential elections scheduled for September 7, 2024.
Opening his speech with a respectful invocation and acknowledgment of the attendees, President Abdouche expressed profound gratitude to Minister Laagab for his hospitality and support of the NOAJ’s initiatives. He commended the presence of esteemed media directors, journalists, and academics, emphasizing the importance of their participation in the conference.
In his address, Abdouche highlighted the conference’s significance in the context of the upcoming presidential elections, which are integral to reinforcing Algeria’s institutional framework. He emphasized that the electoral process, with all its stages and phases, presents a critical challenge for the media, whose role is crucial in educating the public, providing a neutral platform for diverse viewpoints, and presenting candidates’ programs and citizens’ concerns.
Abdouche noted that the media’s proactive engagement in the upcoming elections reflects its commitment to upholding the highest standards of journalism. This commitment is especially relevant given the sensitive local and international contexts surrounding the elections, which have been characterized by substantial progress in local development and a strengthened diplomatic presence enhancing Algeria’s regional and global stature.
In preparation for the electoral campaign, the NOAJ has introduced a new code of ethics for media practice. This ethical charter aims to ensure fair and objective journalism by promoting self-regulation and adherence to constitutional and legal standards. Abdouche presented this charter as a vital addition to Algeria’s recent efforts to regulate and support the media sector, reinforcing the media’s role in reflecting the new Algeria’s image and upholding journalistic integrity.
The charter, comprising 42 articles across 9 domains, draws from the Electoral Code of Ethics issued by the Independent National Authority for Elections and current media laws covering print, online, and audiovisual journalism. It emphasizes brevity, comprehensiveness, simplicity, clarity, and practicality, ensuring it serves as a robust framework for media practitioners.
Abdouche concluded his address by affirming the media’s role in fostering national unity and encouraging voter participation in the democratic process. He called for media outlets to contribute actively to the electoral process, promoting a sense of national unity and resilience against adversarial schemes. The speech ended with a call to honor Algeria’s media and journalistic community, a tribute to the nation’s martyrs, and a reaffirmation of Algeria’s commitment to freedom and strength.
