New Electricity Law Under Review- Minister Arkab: "It's Not Overhaul"

ALGIERS- After years of anticipation, the forthcoming introduction of the new electricity law promises to revolutionize the regulation of Algeria’s energy sector, aligning it more closely with contemporary developments and industry transformations.

The impending enactment of the new electricity law has been confirmed by Mohamed Arkab, the country’s top energy official, who disclosed that the legislation is currently undergoing review and is slated for imminent implementation. Speaking on the sidelines of the 28th Energy Day celebration, Arkab emphasized that the law is being meticulously scrutinized by a team of experts before being presented to both chambers of parliament.

Arkab clarified that the objective of the new law is not to overhaul the existing framework entirely but rather to adapt it to the evolving landscape of electricity production, particularly in light of advancements in renewable energy integration and electric mobility. Notably, the current legislation, dating back to 2002, fails to address the burgeoning renewable energy sector, relying predominantly on traditional energy sources like gas.

The proposed law aims to rectify this deficiency by facilitating the integration of renewable energy sources, such as solar and wind power, into Algeria’s energy mix. With plans to achieve a 30% incorporation of clean energy by 2035, the new legislation will establish a legal and regulatory framework conducive to the development of renewable energy projects across the country.

Moreover, the revision of the electricity law seeks to introduce competition among sector operators, akin to the hydrocarbons sector, to foster energy efficiency and conservation. While price competition will not be introduced to safeguard consumers’ purchasing power, the new law may lead to price revisions for large-scale consumers, excluding households, as per industry projections.

The emergence of the renewable energy sector is anticipated to impact electricity production costs positively while reducing reliance on fossil fuels, which presently account for 98% of Algeria’s energy output. This shift towards renewable sources is expected to drive diversification in the energy sector, aligning Algeria with global sustainability goals and fostering a more resilient and environmentally friendly energy landscape.
