Algiers, Algeria | July 2nd 2024 — Abdelhakim Djabrani, Director of Finance at the Ministry of Higher Education and Scientific Research (MESRS), announced on Tuesday the launch of new academic programs for the 2024-2025 academic year. This initiative is part of Algeria’s efforts to modernize its universities and transition to 4th generation institutions.

4th Generation Algerian Universities

“We aim to create 4th generation universities, connected with the external world and embracing new teaching trends focused on information technology. These universities should be dynamic, responsive to their socio-economic environment, and anticipatory of emerging professions,” Djabrani stated during his appearance on Algerian radio. The Ministry, led by Kamel Badari, is developing a roadmap that will initially be implemented in select universities before being extended to all higher education institutions.

Implementation of the National Digitization Plan

Djabrani noted that logistical means are being established, particularly concerning the national digitization plan. This roadmap will first be applied to major universities such as the Houari Boumediene University of Science and Technology (USTHB) in Bab Ezzouar, and the universities in Oran and Constantine, as well as schools of excellence.

60 Digital Platforms Implemented

The Director of Finance highlighted that over 60 digital platforms covering various aspects such as teaching, research, governance, and university services are already operational. A budget of 600 billion DZD has been allocated for 2024 to support these initiatives. He emphasized the ministry’s strong focus on digitization, illustrated by the zero-paper concept for the new baccalaureate students’ pre-registration process.

“Everything will be done through a digital platform, from pre-registration to orientation. Additionally, an AI application adopted at the University of Sidi Abdellah allows new students to simulate their choice of programs and optimize their selection,” he explained. The 4th generation university must meet market demands and continuously adapt to economic changes, prompting the introduction of several new programs.

Launching the First Cybersecurity School

The upcoming academic year will see the launch of Algeria’s first cybersecurity school, in line with President Abdelmadjid Tebboune’s directives. “A joint working group from Higher Education and National Defense has been established to set up this project, and we are in the final stages of opening this school,” Djabrani announced.

“The creation decree has been issued, and human and material resources are being mobilized to ensure the school opens under the best conditions next year,” he added. Located in the Sidi Abdellah technopole, this prestigious school is part of a series of institutions opened in recent years, including schools for Artificial Intelligence, Mathematics, Nanoscience, and Autonomous Systems.

New Degrees in Automotive Manufacturing Technology

New programs will also be introduced in various fields, such as bachelor’s and engineering degrees in automotive manufacturing technology, developed in partnership with economic operators at several polytechnic schools. Additionally, degrees in Mathematics and Applied Computer Science in Economic and Social Sciences, Quantitative Economics, and Applied Computer Science in Economics and International Relations will be launched.

Revamping Medical Sciences Programs

Djabrani mentioned that the medical sciences programs have undergone significant revisions over the years, culminating this year. “This will modernize medical education,” he noted, adding that the expansion of higher education institutions offering medical sciences included the opening of 14 medical school annexes nationwide last year.

New Departments in Khenchela and Laghouat

“The momentum will continue this year with the opening of new departments,” Djabrani said, highlighting new departments planned for the Khenchela and Laghouat regions. He concluded by emphasizing that the sector’s reforms are already yielding positive results, with the goal of enhancing the performance of Algerian universities, valuing scientific outputs, and improving their international rankings.
