Algiers, Algeria | January 25th, 2025 — The National Observatory of Civil Society (NOCS) convened a consultative meeting with various associations on Saturday in Algiers to deliberate on the preliminary draft of the organic law governing associations. This initiative reflects Algeria’s progressive vision to empower civil society as a key partner in governance and national development.
Advancing Participatory Democracy
In his opening address, Noureddine Benbrahem, President of the NOCS, emphasized the draft law’s alignment with Algeria’s current trajectory of positive transformation. He highlighted its intent to embed civil society more firmly in governance processes, in line with the provisions of the 2020 Constitution. “This draft law is a cornerstone of the nation’s dynamic evolution, granting civil society an active role in governance while cementing the gains enshrined in the constitutional reforms,” Benbrahem stated.
The NOCS president praised President Abdelmadjid Tebboune’s commitment to participatory democracy, underscoring the importance of dialogue as a cornerstone for institutional and societal progress. He described the new law as a robust mechanism for revitalizing civil society while safeguarding its members. “This legislative reform is designed to foster a synergistic relationship between civil society and all institutions, creating an environment where collaboration thrives,” he added.
A Call for Civil Society Leadership
Benbrahem urged civil society organizations to rise to the challenges facing Algeria, emphasizing their vital role in addressing national priorities and promoting the country’s interests. He called for active participation and innovative solutions from associations, stressing that their contributions are crucial in this transformative period.
During the meeting, association representatives lauded President Tebboune’s dedication to enhancing the role of civil society. They expressed confidence that the draft law would provide the structural support needed to further modernize Algerian society and elevate the impact of civil society organizations.
A Collaborative Path Forward
The discussions also focused on the broader implications of the draft law, particularly its potential to institutionalize participatory democracy and fortify the relationship between civil society and state institutions. Stakeholders noted that the proposed framework would enable associations to play a more dynamic and effective role in national governance, aligning with Algeria’s overarching development goals.
The meeting concluded with a reaffirmation of the critical role civil society plays in Algeria’s socio-political and economic landscapes. The NOCS’s initiative marks a milestone in fostering dialogue and inclusivity, setting the stage for a more collaborative and empowered civil society that actively contributes to the nation’s progress.
