President Tebboune chairs Council of Ministers meeting: Here are President’s directives (Full communiqué)

ALGIERS– President of the Republic, Commander-in-Chief of the Armed Forces, Minister of National Defense Abdelmadjid Tebboune chaired, Monday, a meeting of the Council of Ministers, indicated the Presidency of the Republic in a press release.

According to the statement, the meeting of the Council of Ministers was devoted to the measures taken by the government to ensure the availability of mass consumption products (staples food) during the Holy month of Ramadan, as well as the development of major industrial projects related to the energy sector and mines, and rail network development projects.

After the session’s opening by the President of the Republic and the Prime Minister’s presentation of the outcome of government activity for the past two weeks, the President of the Republic gave the following instructions:

The President of the Republic first ordered that the demolition of illicit occuoied buildings be subject to a meticulously and carefully studied plan, prepared by the Governors (Walis) before being submitted to the Minister of the Interior, called to make a final decision after exhaustion of all the means of administrative and regulatory settlement.

– The demolition of illicit inhabited buildings should not take place in winter.

Regarding the measures taken to ensure supply during the month of Ramadhan:

– Creation, this week, of a meticulous monitoring system, in coordination between the Ministries of the Interior, Agriculture and Trade, responsible for controlling and monitoring the daily supply of the market in various basic products, now exploited by gangs to undermine social stability.

– The President of the Republic stressed that the reduction of the import bill should not be done to the detriment of the needs of the citizen, but taking into account the availability of national production, quantitatively and qualitatively.

– Intensify the warning and control systems of the prices of basic products.

Regarding the bill relating to the film industry:

– The President of the Republic ordered the adjournment of the bill for enrichment, taking into account the following guidelines:

– Holding meetings dedicated to the cinema sector, involving Algerian actors and professionals in the sector, both inside and outside the country.

– The President of the Republic underlined his attachment to ensuring that the new Artist’s Law includes mechanisms for taking charge of the social aspects of all Algerian creators, in all types of art, in a recognition of their contribution and the beautiful image they reflect of Algeria.

– The new law should constitute a real motivation and give the capacity to ensure a cinematographic production according to a creative vision which gives back to Algeria its luster.

– The law should take into account the various changes and developments in the cinematographic field, and meet the expectations of young people wishing to specialize in this sphere.

– Establish well-defined mechanisms for the financing of cinematographic projects, in compliance with the laws of the Republic.

Regarding the development of major structuring industrial projects in the Energy and Mining sector:

– The President of the Republic rejected all long-term delays for the construction of railway lines to link Annaba to the Bled El Hadba mine and Béchar to Gara Djebilet via Tindouf, ordering their immediate reduction (deadlines).

– President Tebboune ordered the construction of these railway lines as soon as possible, according to international standards, in partnership with international companies, able to increase the production capacities of these two projects, in view of their pressing economic urgency.

– Allow start-ups to participate in various mining projects.
