Following the audience, the MSP president described the discussions as “fruitful,” emphasizing the importance of bolstering internal unity amid external attempts to destabilize Algeria. “This type of meeting will empower the political class to unify in defense of national issues,” Hassani Cherif asserted.
President Tebboune has repeatedly underscored the necessity of calm and stability as prerequisites for meaningful national dialogue, stressing that the process must transcend superficial rhetoric and avoid political bargaining. Speaking before the two chambers of Parliament in a special session, the Head of State reaffirmed that the national dialogue would be “profound, inclusive, and reflective of Algeria’s internal challenges.” He further clarified that the initiative was part of his electoral commitments aimed at solidifying the nation’s democratic foundations.
Concrete Reforms for a Strengthened Democracy
Key elements of the dialogue agenda include pivotal legislative reforms to enhance citizens’ rights, as enshrined in the 2020 Constitution and the Organic Law on Political Parties and Associations. President Tebboune highlighted the ongoing development of the Municipal and Wilaya Codes, currently undergoing parliamentary enrichment, as instrumental steps towards the realization of grassroots democracy and the reinforcement of institutional integrity.
By addressing these structural reforms, Tebboune envisions the dialogue as an avenue for collective decision-making, aiming to “pave together the path our nation will follow towards the consolidation of genuine democracy—not one of slogans, but one that returns sovereignty to those who deserve it.”

Announcing the initiative during his inauguration on September 17, he committed to launching a comprehensive consultative process aimed at establishing a “true democracy, one that restores sovereignty to the people.”
He further clarified that the dialogue process would commence in late 2025 or early 2026, following the completion of legislative reforms pertaining to the restructuring of key state institutions, including the finalization of the Municipal and Wilaya Codes.
